We are looking for an experienced operational and strategic leader with a deep understanding of issues surrounding homelessness and substance use, and in the delivery of services to people who are vulnerable and resilient. You must possess strong leadership and communication skills with a proven track record of working effectively with staff at all levels of the organization, community stakeholders, elected officials, advocates and the public, coupled with knowledge of systemic oppression and the barriers faced by people living in extreme poverty.

As a leader you are experienced in leading and motivating a diverse workforce by ensuring effective teamwork, providing resolution to controversial labour relations issues, ensuring high standards of work quality and organizational performance, continuous learning and encouraging innovation in others.

Key Responsibilities

Reporting to the Project Director and/or Director of Homelessness Initiatives and Prevention Services (HIPS), Toronto Shelter and Support Services Division (TSSS), the Manager Homelessness Initiatives – Harm Reduction Unit (HRU) provides leadership in transforming service delivery and coordinating System partnerships in alignment with TSSS’s divisional priorities and broader organizational strategic plans.

  • Responsible for daily oversight and management of Harm Reduction Unit which focuses on embedded case management, capacity building, and policy and program development to improve health and housing outcomes for people who use substances
  • Leads the development and implementation of the Harm Reduction Unit in a way that compliments Housing First and data-informed focussed services that are tailored to the needs of people experiencing homelessness.
  • Develops and implements performance indicators to ensure appropriate program delivery and accountability, and to measure program effectiveness and promote continuous improvement.
  • Contributes to the multi-year service planning process for the Division by identifying emerging issues and factors impacting service programs and costs.
  • Ensures program and service delivery models are supported by data systems, performance measures and benchmarks are standardized across sites and programs.
  • Within the Division's strategic directions, leads in strategic and operational planning and implementation, and change management initiatives that may be large scale and transformational utilizing effective management strategies and action planning to facilitate service delivery improvements.
  • Manages, motivates and trains staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Manages the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Monitors and evaluates staff performance, approves salary increments and directs and/or undertakes disciplinary action when necessary. Authorizes and controls vacation and overtime requests.
