The Transportation Services Internal Investigations Unit (IIU) holds centralized responsibility for the consistent and timely divisional investigations, working with impacted and interested parties both internal and external to the City of Toronto.

Reporting to the Director, Business Performance, the Manager, Internal Investigations leads and manages investigations into a diverse range of issues, ensuring investigations are conducted in accordance with workplace investigation jurisprudence, best practices, and applicable legislation. This includes conducting workplace investigations, investigative follow-ups, case preparation, testifying in court or arbitration, and coaching/advising colleagues on investigation processes.

The Manager will provide strategic leadership, guidance, and subject matter expertise to staff throughout the investigation process, including the development of investigation plans and reports. This position offers a unique opportunity for a strategic and analytical professional to lead complex investigations in a dynamic municipal environment, driving accountability and excellence across the Transportation Services Division.

In this role, you will be working in a hybrid work model, following City of Toronto's Workplace Modernization Program, supported by the City’s Remote Work Policy.
You must be able to travel to various locations in the City to perform duties of the role.

Major Responsibilities

As Manager, Internal Investigations, your responsibilities will include but are not limited to:

Investigation Oversight & Execution
  • Leads and conducts thorough and objective investigations regarding allegations of misconduct or wrongdoing for unionized and non-unionized staff across the Division.
  • Reviews and analyzes files with a focus on fact‑finding, procedural fairness, timeliness, and attention to detail and ensures investigations are in compliance with all legislation, including the Human Rights Code and the Memorandum of Understanding (MOU.) associated with the Traffic Agent Program.
  • Applies trauma‑informed approaches and de‑escalation techniques throughout investigations when conducting workplace investigations involving parties who have or are experiencing trauma, or varying degrees of mental wellness, those who are emotionally distressed or have dysregulated behavioural outbursts.
  • Utilizes a variety of communication and psychological safety training, including different strategies to effectively communicate with persons of diverse abilities and backgrounds who may be distressed, confrontational or emotional due to an alleged incident. Coaches IIU staff on applying same.
  • Conducts on‑site interviews and meetings; gathers evidence at various work locations. Records and maintains meeting minutes, electronic and hardcopy records.
  • Oversees the assessment of evidence and credibility analysis of the parties to make factual findings and provides detailed reports, confidential communications, and briefings.
  • Provides guidance to the Unit on determining whether the factual findings amount to a breach of the applicable City bylaws, policies, procedures, or legislation.
  • Ensures that all complaints and investigations received in the IIU are resolved in accordance with established divisional complaint procedures.
Governance & Compliance
  • Ensures the effective administration of collective agreements and seeks advice from Corporate Employee Relations when providing guidance on collective agreement matters and employee related issues. May be required to participate in dispute resolution, the grievance procedure and arbitration.
