Vice President, Indigenous Relations
The federal Indigenous Loan Guarantee Program (ILGP) moves Indigenous economic reconciliation from discussion to action. This historic initiative facilitates participation in economic prosperity a reality for Indigenous Peoples in Canada. It helps remove historical barriers to inclusion in the economy while creating new possibilities for maximizing growth that will benefit the entire country. The economic success of Indigenous Peoples is the success of all Canadians.
To advance Indigenous economic reconciliation for Canada meaningfully, the opportunity must be given to Indigenous groups to become leaders and equity partners in these projects. The ILGP will reduce the cost of capital for Indigenous groups across the country and support their ability to raise capital to invest in, and become commercial partners in, major projects across a diverse sector base.
Canada Development Investment Corporation (CDEV) is delivering ILGP through its wholly owned subsidiary company, Canada Indigenous Loan Guarantee Corporation (CILGC).

About CILGCCILGC is a wholly owned subsidiary of CDEV established in December 2024.
CILGC is responsible for:
- conducting outreach and engagement with Indigenous groups;
- screening and prioritizing applications;
- reviewing, analyze and prioritize applications
- negotiating, issuing and administering loan guarantees; and
- monitoring and managing the portfolio of loan guarantees.
CILGC engages with applicants to refine proposals and ensure they meet rigorous standards of financial and commercial viability and align with the program’s objectives. With the recent hiring of its inaugural CEO, CILGC is continuing to build out its team of dedicated staff, while CDEV will maintain its provision of support, including due diligence, portfolio management, governance, communications, and other corporate functions, as needed.
Position OverviewCILGC is seeking a Vice President, Indigenous Relations to lead the organization’s Indigenous engagement strategy and oversee the integrity and accessibility of the Indigenous Loan Guarantee Program (ILGP) pipeline.
Reporting to the President and CEO and serving as a member of the executive leadership team, the Vice President will be accountable for building trusted, long-term relationships with with First Nations, Inuit, and Métis communities and organizations across Canada, while ensuring that CILGC’s intake, engagement, and program processes reflect both commercial rigor and reconciliation principles This role bridges relationship-building and program delivery.
The Vice President will oversee intake and early-stage engagement activities, ensure that applications are screened consistently and transparently, and support the development of a strong pipeline of commercially viable opportunities aligned with ILGP’s mandate.
The Vice President will serve as a key ambassador for CILGC and a strategic advisor to the CEO and Board on Indigenous engagement and reconciliation.
