The Purchasing & Materials Management Division is a critical function within the City of Toronto’s complex multi-site, multi-division and multi-stakeholder environment. Partnering with all City divisions, designated agencies and corporations to procure goods and services at the best value, the Division uses a fair and transparent procurement process, provides leadership and quality customer service, and implements the highest standards of business ethics across the organization.
As a member of the Procurement Enablement section in the Purchasing & Materials Management Division, the Project Manager Capital Projects reports to the Director and is responsible for managing the coordination and consolidation of several sub-project plans that oversee the rollout and/or sustainment of various SAP Ariba modules including Buying & Invoicing, Spend Visibility, Sourcing, Contracts, Supplier Lifecycle Performance projects. This requires flawless written and oral skills with a keen ability to support the identification of cross project dependencies, opportunities to improve communication through engagement of stakeholders and incorporate lessons learned on a regular basis.
MajorResponsibilities
- Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance, continuous learning and maintenance of related data and documents.
- Develops and maintains project plans and documentation including project charters, templates, spreadsheets, reports, presentations and ensures project documentation is maintained and updated with in the project portfolio and document repository.
- Supports stakeholder engagement work, the finalization of requirements and the initiation of jurisdictional reviews to support the development of sound methodologies and opportunities to pivot when obstacles are identified and isolated.
- Prepares business cases, proposals, proof of concept presentations as and when required.
- Monitors projects to ensure financial accountability through analysis and approval of project charters, project budgets and contract administration.
- Supervises assigned staff including the scheduling, assigning and reviewing of work.
- Assembles, manages, motivates and trains the unit's staff team members, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Provides project management in delivering specialized projects and creates new and innovative approaches for developing and implementing council directed projects for the Division.
- Develops and implements detailed plans and recommends policies and procedures that result from the implementation of the SAP Ariba modules.
- Leads teams of both in-house and contract staff to implement strategic initiatives and ensures efficient project delivery.
- Fosters internal teamwork and promotes inter-divisional coordination of efforts and efficiencies.
- Assists in developing uniform divisional standards and procedures for the successful execution of each module in keeping with best practice.
- Ensures compliance with contractual agreements and legislative requirements.
- Manages contentious issues, ensuring follow up documentation, corrective action and implementation of preventative strategies.
- Prepares reports and recommends to Special Committees, Standing Committees and City Council on matters related to areas of responsibility.
- Negotiates innovative, integrated, and pragmatic solutions to complex project challenges involving multiple stakeholders to achieve the City's objectives.
- Post-secondary education in a relevant discipline (e.g. Procurement, Contract Management, Supply Chain Management, Business Administration, Analytics, Quality Management) or the equivalent combination of education/experience pertinent to the job function.
- Considerable project management experience (PMP preferred) in large scale reengineering initiatives driving stakeholder engagement, communication and training to establish programs that support achievement of performance outcomes, objectives and transformation priorities.
- Considerable experience with managing the rollout and/or sustainment of various modules SAP Ariba products including Spend Visibility, Sourcing, Contract Module, Supplier Lifecycle Performance projects, Buying and Invoicing.
- Considerable experience with writing reports, developing presentations, authoring guidelines and documenting processes and procedures.
