What is the opportunity?
As Senior Manager, Regulatory Programs and Strategy, you will play a critical role at the intersection of regulatory change, product strategy, and client experience. You will drive the strategic execution of regulatory and network-driven initiatives that impact Banking and Payments, ensuring our products and platforms remain competitive, compliant, and client‑centric. Acting as the subject matter expert for Banking and Payments, you will assess impact and lead partners to deliver timely, compliant solutions.
Job DescriptionThe role requires leading end‑to‑end strategy, planning, and execution of enterprise‑wide regulatory and network initiatives, collaborating with Product, Risk, Legal, Compliance, Operations, IT, and Marketing to translate requirements into scalable product and process enhancements. You will analyze P&L impact, explore strategic alternatives, identify actionable revenue mitigation strategies, and collaborate with Interac, government agencies, Canadian Bankers Association, and Payments Canada to shape legislation and ensure new RBC debit capabilities comply with network rules.
Whatwill you do?
- Lead strategy, planning, and execution of enterprise‑wide regulatory and network initiatives, assessing P&L, operational, and client impacts.
- Partner with Product, Risk, Legal, Compliance, Operations, IT, and Marketing to translate requirements into scalable product and process enhancements.
- Analyze P&L impact, explore strategic alternatives and identify actionable revenue mitigation strategies.
- Collaborate with Interac to interpret network compliance requirements and lead implementation of new RBC debit capabilities.
- Lead execution and go‑to‑market for compliance and regulatory programs such as Bill 72, Bill 20, and Department of Finance NSF regulations.
- Collaborate with government agencies, Canadian Bankers Association, and Payments Canada to shape and refine legislation through guidance and expert input.
- Oversee quarterly EAL recalibration campaigns and collaborate with cross‑functional teams to refresh strategic approach addressing the evolving fraud landscape.
- Address client complaints and lead escalation management efforts with Legal, Corporate Communication, and Client Care.
- Oversee the Annual Compliance Program for Interac.
- Act as subject matter expert for Regulatory Initiatives within Banking and Payments, providing advice, oversight, and coordination across teams to support a prudent risk‑management culture.
Must‑have
- University degree.
- Excellent written and oral communication and stakeholder‑management skills with proven ability to influence across teams.
- Exceptional attention to detail with a commitment to accuracy and clarity in client‑facing materials.
- Strong go‑to‑market capabilities and a client‑first mindset with proven ability to partner and drive results within a complex and matrixed environment.
- Project‑management expertise, with the ability to balance multiple priorities under tight deadlines.
- Strong analytical skills to assess impacts, identify trends, and recommend proactive solutions.
- Knowledge of retail banking products (debit, payments, chequing accounts).
- Proven experience leading enterprise‑wide programs, or large‑scale issue resolution in financial services.
- Familiarity with RBC’s operational processes related to payments, deposits, and client communications.
- Understanding of regulatory frameworks and best practices in issue management.
- Product experience and an operator’s mindset – understanding the ‘why’ to optimize client experience and business performance.
- A high‑profile role focused on protecting and enhancing client trust.
