SummaryThe PIA Specialist will lead privacy impact assessments and provide expert guidance on privacy and security practices for health information systems. This role involves developing tools, advising on compliance with legislation, and supporting projects to ensure the protection of Personal Health Information (PHI) across programs, policies, and technologies.
Description- Develop and review privacy impact assessments (PIAs) and recommendations for proposed solutions and business processes.
- Lead development of access and privacy tools to support data and digital initiatives and implement security mechanisms for PHI.
- Facilitate privacy-related discussions with business, IT, legal, and privacy stakeholders.
- Assess program, policy, and system proposals for PHI protection and compliance.
- Provide technical advice on legacy systems, data flows, and security architecture.
- Develop business processes illustrating PHI collection, use, disclosure, and retention.
- Recommend mitigation strategies and privacy-enhancing technologies.
- Advise on privacy policy, guidelines, and legislative compliance.
- Prepare reports, updates, and communication materials for governance bodies.
- Support change management and stakeholder communications related to privacy processes.
- 10+ years of experience in:
- Policy development for information management and privacy protection.
- Managing privacy risks in PHI collection, use, and disclosure.
- Identifying and evaluating emerging privacy issues and trends.
- Preparing comprehensive reports, analyses, and presentations on privacy issues.
- Privacy impact assessment methodologies, tools, and techniques.
- Threat and risk analysis principles, program and business analysis.
- Practical knowledge of IT concepts impacting personal information protection.
- Understanding political, legal, and governance dimensions in privacy initiatives.
- Leading operational risk assessments and implementing privacy best practices.
- Resolving complex issues and making recommendations.
- Analyzing policy proposals and developing strategic options.
- Applying legislation and directives to initiatives.
- Preparing reports, briefing materials, and presentations.
- Consultation and negotiation skills to gain support for initiatives.
- Building effective relationships with senior management and stakeholders.
- Strong leadership and people management skills.
- Exceptional analytical, problem-solving, and decision-making abilities.
- Excellent communication and presentation skills.
- Effective consulting and relationship-building skills.
- Ability to manage multiple priorities and meet deadlines.
- 5+ years working with federal/provincial healthcare providers.
- Familiarity with IPC guidelines, GO-ITS standards, and public sector privacy policies.
- Knowledge of public sector project methodologies and enterprise architecture.
- Experience with large, complex IT health‑related projects.
