Description
Deliverables:
- The Labour and Transportation Cluster seeks an experienced Information Management Specialist to support the cluster in its work with client ministries as they develop their Data Governance Programs. Data management and governance are central to becoming a data-driven organization that treats data as its greatest asset for delivering value to Ontarians. The cluster supports its client ministries in utilizing its data, improving information sharing, and developing better analytics to enhance government decision-making.
This role will focus on implementing data standards, policies, and guidelines to support data management and the development of data products. The ideal candidate will have a strong understanding of data governance principles, data modelling, and metadata management, and will be skilled in translating technical and business requirements into clear, actionable policy instruments.
Skillset:
- Provide expert knowledge of Information/Data Management best practices, methodologies, approaches and trends as it relates to the holistic strategic management of structured and unstructured information assets, in alignment with OPS data policies and standards, and the OPS Enterprise Data Strategy.
- Advise on and develop data governance models that support the client ministry based on industry best practices and other public sector jurisdictions.
- Draft and organize policy instruments (including but not limited to: policies, standards, guidelines, processes, procedures, etc.) to support data products, ensuring alignment with OPS data policies and standards, and the OPS Enterprise Data Strategy.
- Consult with technical and business stakeholders (e.g., developers, data architects, business analysts) to identify data rules and requirements for data capture, transformation, and integration.
- Contribute to the development of data models, metadata schemas, and classification schemes to enable consistent, interoperable data across the enterprise.
- Provide guidance and support for data lifecycle management, including privacy, security, and retention practices.
- Participate in working groups and committees to advance enterprise data governance initiatives and promote adoption across the organization.
Evaluation Criteria:
Information/Data Management Knowledge & Experience (30%)
- 5+ years of experience in information management with a focus on data management and governance.
- Demonstrate ability to assess training and awareness needs, developing curricula and communications plans, and delivering training about information management awareness, concepts and principles to diverse audiences.
- Demonstrate the ability to assess and conduct business analyses to establish data and information management needs about different domains of data management, including analysis of business and technical requirements related to data capture, transformation, and use.
- Demonstrate ability to organize & classify data assets according to widely recognized industry standards, such as sensitivity, security, criticality, data quality, and data interoperability.
- Demonstrate ability to develop business cases about information/data management.
- Demonstrate ability to lead and/or coordinate information/data management-related initiatives.
- Demonstrate ability to provide advice, guidance and support for information/data management-related initiatives.
- Demonstrate ability to develop document management protocols, guidelines and best practices (e.g. business rules, naming conventions, version control, document labelling, etc.)
- Demonstrate ability to develop data classification schemes for a wide range of data classification and metadata management functions (i.e., data quality, data criticality, data sensitivity, data interoperability, etc.
- Demonstrate ability to assess metadata requirements and develop metadata schema, standards, and management protocols;
Demonstrate ability to provide routine advice and guidance on Information/data Management concepts and principles. - Knowledge of and experience in applying recognized national and international standards in Enterprise Information Management; and Knowledge of and development of controlled vocabularies, ontologies, taxonomies, canonical data models, and thesauri for enterprise use.
Data Governance Knowledge & Experience (30%)
- Demonstrate ability in applying data governance frameworks (e.g., DAMA-DMBOK), data lifecycle principles, and metadata management practices.
