About the Team and the Role
eBay’s Regulatory Initiative leads the development, design, and execution of end‑to‑end customer solutions to respond to the most significant, new regulations that eBay and its sellers must comply with. The global team works cross‑functionally with teams across the organization – countries, legal, tax, product, marketing, shipping, customer support, government relations, etc. – to deliver solutions that balance regulatory, customer, and business needs.

The initiative’s impact is significant: ensuring consumer and environmental protection, adapting to global tariff changes, and protecting the vast majority of our customers’ experiences.

In this role you will own end‑to‑end delivery of eBay’s Regulatory programs, including customs and tariffs. You will lead and oversee the design and implementation of scalable, compliant solutions that enable seamless operations and minimize disruption for buyers, sellers, and the business. Working closely with product, shipping, legal, and operations teams, you will turn complex regulatory requirements into actionable programs that balance compliance, efficiency, and business impact.

The role reports to the Director, North America Regulatory.

What You Will Accomplish

Lead a portfolio of high‑impact regulatory programs, including customs and tariffs initiatives, ensuring seamless execution with minimal disruption to customers and operations.

Design and implement scalable, compliant solutions in collaboration with cross‑functional teams to address evolving regulatory needs.

Translate, simplify, and clarify complex regulatory and customs requirements into actionable program deliverables, ensuring timely delivery, measurable business outcomes, and successful customer experience.

Provide strong cross‑functional leadership by keeping stakeholders informed and engaged, ensuring alignment to co‑create the best possible solutions.

Use data, customer insights, and market intelligence to design customer‑centric solutions and continuously optimize impact and performance.

Continuously improve team tools, approaches, and processes, always seeking opportunities to elevate planning, delivery, and operation.

What You Will Bring

Best‑in‑class program‑management leadership from fast‑moving corporate, tech, eCommerce, and/or consulting environments; experience in customs and cross‑border shipping is an asset.

Proven ability to lead and deliver large, complex, cross‑functional programs end‑to‑end, defining strategy, driving execution, and delivering measurable business impact.

Experience managing many senior stakeholders across functions globally, with the ability to influence and align diverse global teams.

Ability to maintain a strategic perspective while zooming into detailed legal, business, and product requirements. Get up to speed quickly on new or different challenges or business areas.

Analytical mindset, connecting regulatory, operational, and customer perspectives to design pragmatic, scalable solutions.

Fluent in English. The role is based in Toronto, Canada, with an expectation to travel 10‑20% (mostly to California and Washington State).
