The PGTL for Information Lifecycle Management is accountable for enabling and scaling enterprise technology capabilities that automate and operationalize information lifecycle controls
—from creation and active use through archival, legal holds, and defensible disposition. The role drives the design, development, and delivery of platform services and AI-enabled products that implement retention schedules, classification, event‑based triggers, exception handling, remediation, and end‑to‑end governance. Solutions must align with TD’s Product Group operating model, regulatory expectations, and enterprise DRD standards to achieve measurable risk reduction and business value.

Accountabilities:

  • Product & Platform Ownership: Define and own the ILM product vision, roadmap, and value stream (incl. discovery, prioritization, and release planning) to deliver scalable retention, legal hold, archival, and disposition services for structured and unstructured data across cloud and on-prem platforms.
  • Control Operationalization: Embed DRD controls “by design” (classification, retention scheduling, disposition workflows, evidence collection) and “by default” (guardrails, policies, and reference implementations) in target platforms and data products.
  • Risk & Compliance Alignment: Ensure ILM capabilities support regulatory and policy requirements (e.g., data lifecycle, data quality, and records expectations cited in Data Risk Management Policies and Standards) and produce auditable evidence for control effectiveness.
  • Engineering Leadership: Lead cross‑disciplinary teams (platform, data, security, privacy, and records engineering) and establish engineering standards, SLAs/SLOs, and automation-first practices for scale, reliability, and cost efficiency.
  • Enterprise Integration: Integrate ILM with metadata, catalog/lineage, policy, and workflow systems to enable policy-as-code, event‑based retention, exception routing, and automated evidence capture.
  • Service Adoption & Change: Drive adoption through reference architectures, playbooks, onboarding kits, and migration patterns; partner with domains to remediate legacy storage and reduce end‑of‑life data.
  • Operates as a Product Group Technology Lead
    , setting the North Star, translating strategy into a sequenced roadmap, and guiding squads/pods to outcomes.
  • Champions automation‑first delivery, evidence‑by‑design, and sustainable operations (run‑the‑bank) alongside change initiatives.
  • Key Responsibilities:

  • Design & Build
    Architect ILM capabilities (classification, retention schedule orchestration, legal/information holds, archival, disposition, and immutable logging) that interoperate with identity, privacy, security, and records functions.

    Implement event‑based retention (e.g., policy triggers from system-of-record events), policy‑as‑code enforcement, and lineage‑aware disposition with recovery safeguards.
  • Governance & Evidence
    Operationalize DRD procedures including exceptions, moratoria/holds, and defensible disposition; standardize evidence packages for audits and regulatory exams.

    Partner with DATA RISK MANAGEMENT for second‑line oversight and challenge; map ILM controls to Data Risk Management domains and applicable regulations (e.g., OSFI/BCBS references within the Data Risk Management framework).
  • Lifecycle Risk Reduction
    Establish fleet‑level telemetry and dashboards for exposure (e.g., orphaned, stale, over‑retained data), control coverage, and time‑to‑dispose; coordinate enterprise clean‑up campaigns.
  • Stakeholder Leadership
    Engage Legal, Privacy, Records & Information Management, Security, Data Owners/Stewards, Domain PGTLs, and Platform COEs to converge on standards, waivers, and design decisions.
  • Qualifications:

  • 10+ years in data/records/information governance, platform engineering, or security/privacy engineering, with 5+ years leading cross‑functional product/platform teams at scale.
  • Demonstrated delivery of enterprise Information Lifecycle Management capabilities (classification, retention, legal holds, archival, disposition) with measurable control coverage and audit evidence.
