Job Description
WHAT IS THE OPPORTUNITY?
As an integral member of the HR Governance & Controls team, you will support the Director in overseeing HR's global Regulatory Compliance Management (RCM) program under RBC's Functions Compliance Oversight Program (FCOP). You will serve as HR's regulatory compliance subject matter expert, providing oversight, challenge, and advisory support to regional risk areas and centres of expertise (COEs). In this role, you will establish and maintain a strong regulatory compliance risk culture, work closely with Enterprise Compliance as the key regulatory compliance contact for the HR Function, and foster strong stakeholder relationships with 1

LOD and 2

LOD partners to enable active and collaborative working relationships.

WHAT WILL YOU DO?

Serve as the key regulatory compliance contact for HR's global RCM and FCOP programs, providing regulatory compliance advice and guidance to HR in support of adherence to regulator and internal policy/framework requirements.

Provide day‑to‑day oversight of regulatory requirements, impact assessments, controls, and risk assessments across all COEs/regional risk areas.

Manage HR's regulatory compliance issues (regulator, internal audit, and self‑identified), including tracking, escalation, and reporting.

Oversee monitoring and testing of HR's regulatory compliance controls in alignment with internal policy requirements.

Report regularly to HR Senior Management on RCM status, issues, trends, and emerging regulatory requirements.

Maintain RCM policies and procedures for the global HR function.

Provide training on regulatory compliance management best practices to HR risk areas/COEs.

Serve as primary liaison and coordinator between HR COEs and Enterprise Compliance on the CUBE automated regulatory inventory platform.

WHAT DO YOU NEED TO SUCCEED?

Must have:

Minimum of 5 years of previous work experience in employment regulatory environment and/or Regulatory Compliance risk management.

Law degree OR equivalent regulatory/compliance experience.

HR related experience.

Excellent written and verbal communication skills.

Experience and ability to deal with senior leadership and executives.

Nice-to-have:

Knowledge of OSFI E‑13 and/or RCM methodology.

Knowledge of the functions oversight/reliance model to regulatory compliance.

Strong use of Excel and PowerPoint applications.

Dashboard/reporting capabilities.
