What you can expect from this position Reporting to the Executive Director, HR Strategy, Transformation, Talent & Experience, the Associate Director, HR Strategic Program Management & Enterprise Integration plays a critical enterprise leadership role in enabling GTAA’s people strategy. You will translate enterprise priorities into a cohesive, outcomes‑based HR roadmap, bringing together talent, total rewards, labor relations, culture, and employee experience initiatives into an integrated portfolio.
Acting as a strategic integrator and trusted partner, you will drive cross‑HR and enterprise alignment, strengthen governance and performance management, and enable disciplined execution of high‑impact initiatives. This role is ideal for a strategic leader who thrives in complexity, influences without authority, and is energized by building connections between strategy, people, and results.
Responsibilities Lead the development of integrated HR strategic plans aligned to enterprise priorities and workforce strategy.
Translate enterprise direction into a sequenced, outcome‑based HR roadmap.
Enable cross‑HR and enterprise alignment to ensure coordinated delivery of initiatives.
Act as HR’s primary integrator for enterprise transformation programs.
Partner closely with Enterprise Strategy, Finance, IT, and Transformation Office to align priorities, funding, and capacity.
Provide regular updates to the Chief Human Resources Officer including progress, key accomplishments, risks, and mitigation planning.
Advance the evolution of HR’s operating model, governance, and ways of working.
Establish performance measurement, dashboards, and executive‑level insights to support decision‑making.
Influence senior leaders through clear storytelling, facilitation, and strategic insight.
Champion continuous improvement, innovation, and sustainable change adoption.
Qualifications 7+ years of experience in HR strategy, enterprise planning, transformation, or management consulting.
Proven success leading complex, cross‑functional initiatives in fast‑moving environments.
Strong experience integrating programs across multiple HR disciplines.
The ability to build trust, align diverse stakeholders, and influence outcomes without formal authority.
Exceptional communication, facilitation, and analytical skills.
Program, change, and transformation delivery experience.
A Bachelor’s degree in Business, Human Resources, Organizational Development, or a related field. Certification in HR, change management, or program management certification (e.g., CHRP/CHRL, PMP) is preferred.
Ability to obtain and retain Transportation Security Clearance at the designated level for the position.
