The People & Culture Business Partner acts as a trusted advisor across the agency, contributing to both strategic and operational HR outcomes. This role develops an in‑depth understanding of senior P&C functions to ensure strategic HR integration and a positive employee experience.

Base Pay Range

CA $52,000.00/yr – CA $57,600.00/yr

Pay Rate: $65,000 to $72,000 per annum (pro‑rated to $52,000 – $57,600 per annum)

Responsibilities
  • Manage full‑cycle recruitment, onboarding, and orientation to ensure a positive start for both hourly and salaried employees
  • Prepare written offers of employment for selected candidates per approved terms and conditions
  • Facilitate new hire orientations and ensure compliance with mandatory training requirements
  • Serve as a trusted advisor to staff and leadership on HR policies, procedures, collective agreements, and legislative interpretation, ensuring alignment with best practices
  • Contribute to the development and maintenance of HR policies, programs, and procedures in accordance with our values and regulatory compliance
  • Coordinate training programs to support compliance, leadership development, and skill‑building
  • Support succession planning and career development initiatives across all areas of the agency
  • Assist with and conduct workplace investigations, including scheduling meetings, preparing briefing notes, and making recommendations aligned with organizational policies and the legislative framework
  • Act as a coach to managers on labour relations, performance management, employee relations, and organisational effectiveness
  • As a member of the Employee Engagement Committee, plan and support staff engagement activities (town halls, annual staff events, etc.)
  • Collaborate with and support the DEI committee to implement inclusive practices and initiatives, including DEI trainings across the organization
  • Collaborate with union representatives to support constructive/positive labour relations and address grievances
  • Promote open communication, trust, and collaboration between employees and leadership
  • Promote employee morale and engagement
  • Assist with P&C technology projects related to process improvement and strategic design
  • Provide input and support to the P&C Director in the general operations of the P&C department
  • Perform other duties as required or assigned by the Director, People & Culture
Knowledge, Experience, and Qualifications
  • Bachelor’s degree in Human Resources, Labour Relations, or a related field
  • CHRL designation or equivalent considered an asset
  • Minimum three (3) years of relevant professional HR work experience with at least two (2) years as a generalist
  • Experience in a unionised environment
