Join the Ministry of Infrastructure in a newly formed unit responsible for planning, reviewing, and overseeing major healthcare infrastructure projects, including hospitals and long‑term care homes, across Ontario, and help shape the future of the province's health system. The Capital Delivery Division is seeking a strategic leader to drive the development and implementation of Health and Long-Term Care Home capital infrastructure policies and programs that support the province's long‑term vision.

About the job
  • Lead and manage complex policy and capital infrastructure projects from planning to delivery, including governance, work planning, risk monitoring, and reporting.
  • Provide strategic policy leadership, conducting research, analysis, forecasting, and evaluation to develop evidence based policy options, business cases, and recommendations.
  • Guide and mentor staff, supporting high quality submissions, briefing materials, and analysis aligned with ministry and government priorities.
  • Build and manage relationships with stakeholders, leading consultations, negotiations, and engagement processes to inform and advance policy development.
  • Represent the ministry on high profile files, delivering expert briefings to senior executives and central agencies on complex, sensitive issues.
  • Oversee the development of briefings, communications, and correspondence, ensuring clear, tailored information supports effective decision making across government.
What you bring to the team Policy Expertise and Sector Knowledge

You have:

  • Strong understanding of policy and program analysis, development methodologies, and strategic planning.
  • Knowledge of Ontario's health and long term care system, legislation, funding models, governance structures, and sector trends.
  • Familiarity with government priorities, policy development processes, and requirements for high quality policy submissions.
  • Ability to integrate ministry and corporate objectives into large scale policy initiatives.
Project and Capital Planning Skills

You have:

  • Experience leading complex projects, including capital planning and infrastructure related initiatives.
  • Ability to manage timelines, risks, interdependencies, and deliverables using team based approaches.
  • Skilled in strategic planning, including anticipating large scale system issues and assessing policy impacts.
  • Ability to provide leadership, direction, and guidance.
Research, Analysis and Problem‑Solving Skills

You have:

  • Strong analytical skills to assess information, identify key issues, and develop evidence based recommendations.
  • Ability to conduct environmental scans, trend analysis, and evaluate the impacts of policy changes.
  • Skilled in identifying emerging issues, recognizing political implications, and recommending appropriate responses.
  • Experience evaluating processes and identifying opportunities for improvement.
Relationship Management and Communication Skills

You have:

  • Ability to build strong relationships with internal and external partners across sectors and jurisdictions.
  • Strong negotiation and consensus building skills to resolve diverse and competing interests.
  • Experience leading consultations, working groups, and collaborative policy initiatives.
  • Demonstrated tact, diplomacy, and political acuity in navigating contentious or high profile issues.
  • Strong presentation and communication skills for briefing executives and preparing policy materials.
  • Ability to influence decisions, facilitate discussions, and support alignment across teams and stakeholders.
