Toronto Emergency Management (TEM) wants you on our team! We’re seeking action-driven professionals ready to take on critical roles in emergency preparedness and response. As a Coordinator
, you’ll be at the heart of the City’s emergency management program - helping to prevent, mitigate, prepare for, respond to, and recover from incidents. You’ll work closely with City divisions, public agencies, NGOs, and private sector partners to keep Toronto safe. Plus, you’ll even play a key role in helping the City prepare for the FIFA World Cup 2026

Job Summary
The successful candidate will use innovative approaches to solve problems and lead multi-stakeholder projects in any of the following Emergency Management portfolio areas:
- Emergency readiness for major planned special events, including FIFA World Cup 2026
- Hazard identification and risk assessments
- Critical infrastructure identification and assurance
- Emergency operations center readiness
- Operational response coordination
- Business continuity management
- Emergency risk communications, public education, and community outreach/engagement
- Plan development, exercises, and training
- Nuclear Emergency Planning
- After-action reviews, corrective action processes and strategic planning
Major Responsibilities
- Develops, maintains, implements and reviews policies, guidelines, procedures, standards and plans to effectively:
- Support the City's prevention of, mitigation against, preparedness for, response to and recovery from a range of hazards. This includes all-hazards response planning (e.g., City's Emergency Plan) and development of hazard-specific response plans (e.g. City's Nuclear Response Plan).
- Identify specific hazards and critical infrastructure upon which the City's risk-based prevention, mitigation and preparedness activities, strategies, and initiatives are managed and developed.
- Support emergency readiness of major planned events across the city to ensure the safety of participants and attendees.
- Coordinate and manage response efforts among various agencies and stakeholders during emergencies to ensure a cohesive and efficient response.
- Coordinate essential continuity of business functions and City operations during and after emergencies (Business Continuity Management).
- Communicate risks, provide public education, and engage with communities to enhance preparedness and resilience.
- Provide support and services to affected individuals and communities during emergencies, including sheltering, food, and medical assistance (Emergency Social Services).
- Leads and/or supports project steering committees and interdepartmental teams, chairs meetings and promotes discussion of complex topics and acts as the City's representative on inter-agency emergency management initiatives.
- Develops business cases, requests for proposal, project charters, work plans, briefings, council reports and other standard documents to support assigned projects and conducts jurisdictional research, as required.
