Position
Purpose:
Infrastructure Ontario (IO) is currently seeking a Senior Advisor (SA) with a land use planning specialization to join the Planning Vertical of IO’s Development and Asset Management division.
The SA will provide land use planning expertise, analysis, strategic advice, and recommendations for government decision-making for real estate and land development projects to protect or enhance portfolio value and advance provincial priorities.
This position will specifically support the successful delivery of two provincial priority programs including the comprehensive rehabilitation and revitalization of the 155-acre Ontario Place site on Toronto’s waterfront as well as the planning and delivery of various Transit Oriented Communities (TOC), leveraging the province’s unprecedented investment in transit infrastructure across the GTHA.
- Work closely with a Director and the Vice President of Development to influence, coordinate, and manage the delivery of complex real estate and development projects on behalf of the government.
- Collaborate as part of a larger multi-disciplinary team to provide support to the Ontario Place Redevelopment and Transit Oriented Communities programs, with the potential to contribute to other new mandates.
- Provide land use planning expertise and technical support throughout the Planning phase of IO’s development projects and manage our external advisor teams to deliver planning certainty, site due diligence works, design development and/or review and master planning.
- Manage land use planning approvals for various projects and support the delivery of innovative new provincial planning processes to accelerate and streamline approval process.
- Project manage high-profile, politically sensitive files, including set-up and management activities (e.g., work/resource planning, budgeting, reporting), client relations, consultant/advisor management (including day-to-day oversight and coordination with other work streams), and internal IO staff management.
- Conduct site reviews, including site analysis, issues identification, concept development, financial analysis, concept evaluation and assessment.
- Conduct planning policy reviews and analysis of proposed and new land use planning legislation, policy and regulatory framework in the context of protection and enhancement of the province’s general real estate portfolio.
- Distill complex processes, analysis, and findings into clear, concise, and coherent reports, business cases, briefing notes, and presentations.
- Communicate and present analysis and recommendations to your Director, senior leadership, government officials, and other key partners.
- Assist in obtaining formal government approvals, including Treasury Board submissions and Ministry briefings.
- Build and manage positive relations with Ministry clients and municipal officials, including regular communications, meetings, briefings, and day-to-day interaction.
What We Are Looking For:
- Experience in land use planning, securing entitlements and delivering urban revitalization.
- Knowledge and understanding of land use planning, master planning, land development, and precinct planning with experience in municipal development approval processes [eg. Official Plan Amendment (OPA), Zoning By-law Amendment (ZBA), Site Plan Approval (SPA), Plan of Subdivision, etc.] and other…
