We are looking for a highly capable and independent professional to act as the Country Manager for PAYALLY in Canada (legal name PA West Services Ltd.), a FINTRAC registered money services business and a payment service provider registered with the Bank of Canada. This will be the primary local representative of the business. The role is responsible for overseeing and managing all administrative, regulatory, and operational activities in Canada, while ensuring full alignment with the group’s global standards, policies, and processes.
As the central point of contact for all Canada related internal and external matters, the successful candidate will be responsible for maintaining regulatory compliance, supporting ongoing regulatory obligations, and managing relationships with Canadian regulators, banking partners, auditors, accounting firms, legal advisers, and internal group stakeholders.
This is a hands‑on, multifaceted role suited for someone with strong experience in Canadian financial services and regulatory compliance, who is comfortable working autonomously and taking ownership across a broad range of responsibilities, including compliance oversight, corporate administration, and day to day operational coordination.
The role is a sole representative of the Canadian business, based in Toronto, Canada. The candidate is expected to be in the office in downtown Toronto at least three times per week, with regular availability during Canadian business hours and the ability to attend meetings in person when required.
Main Responsibilities
Establish administrative processes for the Canadian entity and align them with group frameworks.
Coordinate information flow between Canada and the group (governance, finance, legal, compliance).
Manage daily administrative tasks, documentation, and internal controls.
Oversee office logistics, service providers, and operational workflows.
Ensure compliance with Canadian financial services regulations (PCMLTFA, RPAA, etc).
Maintain compliance records, prepare regulatory submissions, and coordinate with group compliance.
Liaise with auditors, accountants, legal advisers, and other external partners.
Coordinate audits, statutory filings, and financial reporting processes.
Support accounting, bookkeeping, budgeting, and financial reporting in collaboration with group finance and local accountants.
Prepare board materials, minutes, resolutions, and maintain statutory documentation.
Required Experience & Qualifications
5+ years of experience in administration, operations, compliance, or legal coordination within Canadian financial services.
Experience in early‑stage or small‑company environments, ideally as a first or foundational hire.
Strong understanding of Canadian regulatory requirements (FINTRAC, Bank of Canada).
Experience working with auditors, accountants, legal advisers, and external service providers.
Ability to read and interpret contractual and legal documents.
Familiarity with integrating a local entity into a wider group structure is a plus.
A proactive, collaborative approach combined with high ethical standards.
Highly adaptable, self‑driven, and motivated to succeed in a fast‑paced and evolving landscape.
Proficiency in English.
