Our Project Controls Office is hiring for a Senior Manager, Project Controls Ontario Line to lead and oversee cost engineering, estimating, analysis/control, forecasting, and planning/scheduling for technically complex projects. Reporting to the Director Elevated Guideway & Stations Ontario Line, this role ensures that the project controls system is properly implemented and utilized. The senior manager will provide support and coordination while working closely with estimating and construction teams to maintain effective cost, schedule, and risk management.

Responsibilities
  • Lead project controls functions including cost estimating, forecasting, cost control, and reporting across assigned projects
  • Develop, review and maintain integrated project schedules, resource plans, and budget alignment using Primavera P6
  • Establish and oversee cost control, job cost processing, and project performance measurement frameworks
  • Monitor project performance using Earned Value metrics (CPI, SPI, S-curves) and recommend corrective actions
  • Identify, assess, and manage project risks, ensuring integration with schedule, cost, and change management processes
  • Support change management processes and ensure compliance with contract and project control requirements
  • Support claims assessment, negotiations, and resolution related to cost and schedule impacts
  • Prepare and update project forecasts, estimates at completion, and cash flows in collaboration with Finance
  • Build strong relationships with clients and internal stakeholders and teams while supporting project status reporting and governance
  • Provide leadership, mentoring, and technical guidance to project controls team members and contribute to process improvement initiatives
Qualifications
  • Bachelor’s degree in engineering, Construction Management, or a related field.
  • Progressive experience in scheduling, cost control, risk, change management, and reporting in large-scale infrastructure projects.
  • Applied knowledge of Earned Value Management (EVM), project management, and cost engineering principles.
  • Advanced hands-on expertise in Primavera P6, SAP, and Microsoft Suite.
  • Experience with project controls tools.
  • Strong analytical and problem-solving skills in cost and schedule management.
  • Ability to lead by example and mentor technical and non-technical personnel.
  • Skilled in personnel administration, direction, and training.
  • Strong written and oral communication skills, with the ability to present project controls data to management and clients.
  • Expertise in cost engineering, procurement, contracts, construction, and startup processes.
  • Strong organizational skills to manage multiple tasks in a high-pressure environment.
  • Ability to work effectively at all levels of management and workforce.
  • Experience in risk assessment and mitigation strategies.
