Division & Section: Solid Waste Management Services, Transfer Stations & Landfill Operations

Job Type & Duration: Full-time, Permanent

Salary: $113,683 to $155,216

Ideal Hiring Zone:$127,728 to 138,484

Shift Information: Monday to Friday, 35 hours per week

Reporting to the Manager, Green Lane Landfill Operations, the Senior Engineer will provide project management, contract administration, and technical expertise to support the planning and execution of short- and long-term complex projects at Green Lane Landfill.

Major Responsibilities:

  • Develops, reviews, and implements detailed projects and studies, and makes recommendations regarding program specific requirements, such as Site operation and development.
  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Conducts research into assigned area ensuring that such research considers developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Participates in the preparation of capital and operational budgets. Deals with complex cost-sharing arrangements for the construction of municipal infrastructure and ensures that the project expenditures are controlled and maintained within approved budget limitations.
  • Manages assigned projects from inception to completion. Assesses funding, schedule, scope requirements, fully defines project deliverables and manages change conditions. Ensures effective teamwork, communication, manages stakeholder expectations, high standards of work quality, organizational performance, documentation and continuous learning.
  • Leads multi-disciplinary project teams and supervises/directs other staff, professional engineers, technical personnel, contractors and consultants.
  • Coordinates the approvals process for new facilities and operations in accordance with provincial legislation and other external agencies
  • Prepares, reviews and advises on studies, plans, specifications and designs, and prepares studies and reports all with respect to the construction and/or modification of Solid Waste Management Services systems and infrastructure
  • Provides technical expertise, contract and project management skills, controlling time, scope, budget and operational impacts of projects within the team.
  • Builds, maintains and ensures positive working relations, including all correspondence with stakeholders, consultants, contractors and government authorities associated with assigned projects.
  • Effectively gathers relevant information and performs analysis on a wide range of data and issues, often of a high profile and sensitive nature, and in consultation with Senior Management team members as appropriate.
  • Works with Purchasing, Technical Services and Legal Services Divisions to develop Request for Proposals and/or Tender documents to procure contracts for goods, capital works or services, evaluates responses and makes recommendations for award of contracts. Assists in the negotiation and execution of contracts and service agreements.
  • Reviews and supervises consultants and/or contractor's work-progress and performance as it relates to the delivery of various Site projects to ensure adherence to schedule, funding and project scope. Finalizes contract payment and implements quality control/quality assurance.
  • Provides timely input through the design development stage to ensure that project objectives are achieved.
  • Prepares necessary reports, briefing notes and related presentation materials to Senior Management, Committee or Council for various projects within the Unit
  • Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks
  • Meets regularly with consultants, contractors and Divisional staff to ensure compliance with project scope, time and cost.
  • Prepares or reviews, and advises on, studies, plans, specifications, design drawings and construction tenders regarding the construction and/or modification of Site systems and infrastructure.
  • Ensures compliance with the Environmental Protection Act (EPA) and all other related provincial regulations and corporate and divisional standards and procedures.
  • Develops and negotiates project changes involving time, scope and budget, and documentation to ensure the effective delivery of project goals.
  • Manages change and risk in relation to projects.
  • Establishes and maintains linkages to other units in the City to co-ordinate input and ensure effective partnership.
  • Assists in the coordination and implementation of strategic plans and initiatives.
  • Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks.
