Position: PROJECT LEAD TRANSPORTATION SERVICES

Responsibilities

:
Under the direction of the Project Manager (Road Classification & ROW Management), the Project Lead will:
  • Conduct transportation planning studies, traffic impact studies, traffic analysis and safety reviews, and road classification reviews for the purpose of managing and maintaining Toronto’s road hierarchy and supporting ROW governance
  • Prepare and present staff reports and recommendations to Council and Committees on matters involving road classifications, permanent closures, assumptions, dedications, and encroachments.
  • Support the development and application of trip generation forecasts, traffic volume projections, and trip assignment methods in evaluating street network roles and capacity.
  • Interpret and apply property law concepts related to public highways, dedications, encroachments, easements, and land conveyances as part of road status verification or transfer processes.
  • Lead or support technical reviews for the closure and pedestrianization of public laneways, boulevards, and rights-of-way, including development of feasibility assessments and stakeholder reports.
  • Design and maintain GIS-based classification inventories and ROW spatial databases.
  • Collaborate with Legal Services, Corporate Real Estate Management and Land Surveys to draft and review, survey plans, by-laws, affidavits, and supporting documentation for highway closures and asset disposition in accordance with the City of Toronto Act and Planning Act.
  • Coordinate with TTC, Metrolinx, City Planning, Corporate Real Estate Management, Engineering Construction Services, Development Review, Engineering and construction Services, City Legal, Create TO, and other transportation or land-related agencies on infrastructure ownership, classification changes, and mobility corridor designations.
  • Consult and coordinate with local Councillors and their offices on site-specific closures, road reclassifications, and policy implications.
  • Develop technical guidance documents and contribute to procedural updates for road classification, permanent closures, ROW lifecycle planning and implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Provide technical advice and coordination on cross-divisional stakeholder matters involving ownership disputes, Right of Way management, pedestrian conversions, and Right of Way.
  • Conducts project-based research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input, guidance and technical expertise in the development, co-ordination and implementation of strategic divisional initiatives.
  • Assesses project feasibility and prepares project plans, reports, status updates for senior staff and related materials that contributes to divisional/City initiatives; regularly updates documentation processes on divisional initiatives.
  • Oversees assigned projects ensuring effective teamwork and communication and high standards of work quality to advance divisional initiatives.
  • Identifies, evaluates and provides technical expertise and recommendations for resolution of issues and risks in compliance with City policies, guidelines and by-laws.
  • Establishes, maintains and develops linkages to other divisions, agencies, boards and commissions to ensure effective partnerships.
  • Keeps up-to-date on relevant research and coordination with relevant divisional staff on project related data analysis.
  • Prepares responses, reports and correspondence on behalf of Management Team.
  • Prepares summaries of information/findings using a range of research techniques.
  • Represents the Project Manager / Manager at meetings for large scale complex initiatives within the division and City wide that have an impact on delivery of its programs.
  • Ensures compliance with safety and security matters under Occupational Health and Safety legislation and Divisional safety and security policies, including workplace accommodations.
