Ferrovial Construction Canada Inc. and VINCI Construction Grands Projets are undertaking the design, build, and finance the Ontario Line Southern Civil, Stations, and Tunnel (South Civil) package.

What is the Project?
  • A six-kilometer tunnel and associated tunnelling works from Exhibition to Don Yard portal (west of the Don River).
  • Stations:
    • One above-ground station to be integrated with the existing GO Transit Exhibition Station.
    • Two underground stations to be integrated with the existing TTC Osgoode and Queen subway stations.
    • Four new underground stations (King/Bathurst, Queen/Spadina, Moss Park, Corktown).

Job Description

The Permits, Licenses, Authorizations and Agreements (PLAA) Coordinator is responsible for overseeing the full permitting process, including maintaining the project’s permit matrix and database, coordinating with clients, governmental authorities, and other stakeholders, and preparing for or leading related meetings. The role involves coordination with internal construction & design teams, reviewing, preparing and submitting permit applications, dispositioning any review comments, and communicating application status internally and externally.

The coordinator ensures all permits are obtained efficiently and in compliance with regulatory requirements. The coordinator will also be involved in gathering documentation, maintaining our database and making close-out submissions.

Key Responsibilities Permit Management & Compliance
  • Maintain and update the project’s permit matrix and database.
  • Prepare, review, and submit permit applications.
  • Assemble, maintain database and submit close-out documentation.
Stakeholder & Client Coordination
  • Manage relationships with the Client, Governmental Authorities, and other Stakeholders.
  • Coordinate permitting activities across all parties throughout the entire process.
  • Address questions regarding permitting requirements, timelines, and procedures.
Communication & Reporting
  • Provide internal and external updates on the status of permit applications.
  • Respond to inquiries regarding the permitting process.
  • Prepare documentation and communications to support project needs and regulatory compliance.
Meeting Preparation & Leadership
  • Prepare for, attend, and lead meetings with the Client, Government Authorities, and other Stakeholders.
  • Present updates, discuss issues, and coordinate next steps related to permitting activities.
Qualifications
  • Bachelor’s Degree in Civil Engineering, Urban Planning or a related field.
  • 2-5 years of experience in construction, preferably large-scale civil transit projects.
  • Prior experience working closely with Metrolinx, City of Toronto (COT), and/or Toronto Transit Commission (TTC) is an asset.
  • Excellent communication and leadership skills.
  • Ability to identify problems or issues and generate solutions, resolve conflicts, and make sound decisions.
  • Proficient in MS Office 365 software (Word, Excel, PowerPoint, Outlook, SharePoint, etc.).
