Senior Rail Transportation Planner – Arcadis

Role Description

Arcadis is seeking an experienced and motivated Senior Rail Transportation Planner to join our growing Mobility Advisory (Transportation Planning) team in Ontario.

You will have extensive experience in managing rail-focused transportation planning and engineering projects, including passenger rail, LRT, and BRT systems, and be able to develop business cases, strategies, and lead major projects.

Responsibilities
  • Upstream studies on public transport networks (potentiality, feasibility, preliminary design, ridership forecasts for LRT, metro, BRT, and railway projects)
  • Expertise on LRT, BRT or passenger rail projects (forecasts, costs, mode selection, operation, urban integration, ticketing, revenue)
  • Traffic studies and multi‑modal modelling (public transport, highways)
  • Transport master‑plans, mobility assessment and proposals
  • Transport economics
  • Lead and mentor multidisciplinary project teams, supervise project execution, and ensure quality outputs
  • Engage with stakeholders, agencies, and the public; manage consultative programs
  • Drive client relationships and business development at the senior level
  • Provide expert guidance on rail and transit solutions, emerging trends, and sustainability initiatives
  • Implement and monitor quality control processes for deliverables
Accountabilities
  • Develop and nurture relationships with key clients and identify opportunities aligned with strategic goals
  • Build and maintain strong business relationships with public and private sector clients, engaging senior management
  • Support business development activities, including proposal preparation and client presentations
  • Lead and manage rail planning projects, supervising multidisciplinary teams
  • Ensure technical reviews are thorough and deliverables comply with industry standards
  • Lead major rail studies, analyze alternatives, and plan sustainable transportation systems
  • Stay up-to-date with Ontario and eastern Canada market conditions and policies
Qualifications & Experience
  • Bachelor’s degree or equivalent in Planning or Civil Engineering or related field
  • Registered Professional Planner (RPP) or Professional Engineer (P.Eng.) Certification or equivalent
  • 20+ years of relevant planning/engineering experience, including leadership of passenger rail transportation solutions
  • Recognized expert in rail planning
  • Proven project success on projects of various sizes, directing teams for execution
  • Strategic problem‑solving skills and advanced technical knowledge in transportation planning/engineering
  • Strong professional consulting skills, including project management, client relationship management, and commercial acumen at senior level
  • Excellent written and verbal communication skills; ability to develop and deliver professional presentations
  • Excellent time‑management skills, managing multiple priorities and deadlines concurrently
Preferred Experience
  • Experience leading rail transportation master plans for major clients
  • Experience winning and leading mid‑to‑major size projects
  • Understanding of Ontario public and private sector client needs and policies

Salary Range

The salary range for this position is $128,000 – $178,000. The base salary represents Arcadis’ hiring range for this position. Actual salaries will vary based on location, skills, experience, and qualification for the role.
