Reporting to the Manager, Capital Delivery Unit, the Senior Engineer will provide project management, contract administration, and technical expertise to support the planning and execution of short and long term complex capital works projects.
Major Responsibilities:- Develops, reviews, and implements detailed plans, projects, studies, and recommendations regarding program specific requirements; such as capital replacement of ageing equipment/infrastructure and new capital infrastructure.
- Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Prepares estimates to assist in preparation of capital and operating budgets ensures that the project expenditures are controlled and maintained within approved budget limitations.
- Manages and provides leadership for assigned projects from inception to completion. Assesses funding, schedule, scope requirements, develops Terms of Reference, fully defines project deliverables and manages change conditions. Ensures effective teamwork, communication, manages stakeholder expectations, high standards of work quality, organizational performance, documentation and continuous learning.
- Provides technical expertise, contract and project management skills, controlling time, scope, budget and operational impacts of projects within the team and deals with confidential labour relations matters.
- Builds, maintains and ensures positive working relations, including all correspondence with stakeholders, consultants, building inspectors, contractors and government authorities associated with assigned projects.
- Effectively gathers relevant information and performs analysis on a wide range of data and issues, often of a high profile and sensitive nature, and in consultation with Senior Management team members as appropriate.
- Develops Request for Proposals and/or Tender documents to procure contracts for goods, capital works or services, evaluates responses and makes recommendations for award of contracts. Assists in the negotiation and execution of contracts and service agreements.
- Reviews and supervises consultants and/or contractor's work-progress and performance as it relates to the delivery of various capital projects to ensure adherence to schedule, funding and project scope. Finalizes contract payment and implements quality control/quality assurance.
- Provides timely input through the design development stage to ensure that project objectives are achieved.
- Prepares necessary reports, briefing notes and related presentation materials to Committee or Council for various projects within the Division.
- Meets regularly with consultants, contractors and Divisional staff to ensure compliance with project scope, time and cost.
- Prepares or reviews, and advises on, studies, plans, specifications, design drawings and construction tenders regarding the construction and/or modification of SWMS systems and infrastructure.
- Secures permits and approvals as required from external agencies.
- Ensures compliance with the Ontario Occupational Health and Safety Act (OHSA) and all other related provincial regulations and corporate and divisional safety standards and procedures.
- Develops and negotiates contracts, project changes involving time, scope and budget, and documentation to ensure the effective delivery of project goals.
- Manages change and risk in relation to projects.
- Establishes and maintains linkages to other units in the City to co-ordinate input and ensure effective partnership.
- Assists in the coordination and implementation of strategic plans and initiatives.
- Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks.
- Conducts investigations into waste management processes and provides technical support to the collection, transfer, processing and disposal functions.
- Conducts technical problem investigations and participates in conducting studies, analysis, surveys, research and development for effective solution of complex engineering problems. Conducts advanced research studies and works with the academic community and industry to drive innovative projects.
- Represents the Division at meetings with Committees, staff from other Divisions, agencies, community and special interest groups and other stakeholders; attends project related community consultation meetings as required.
