About the job

In this role, you will:

  • provide supervision to engineers and/or technicians in conducting field and laboratory projects or investigations.
  • develop new or cost-effective improvements to existing legislation, regulations, policies, standards, and specifications.
  • plan and make recommendations for external innovative systems, methodologies, and equipment to evaluate applicability to ministry programs.
  • provide engineering expertise on a broad spectrum of issues related to rock, soils, aggregates, geosynthetic materials (e.g., geotextiles, geogrids).
  • participate on internal and external technical committees or task groups dealing with ministry/industry issues.
  • lead or participate on a variety of internal and external working groups and stakeholder consultations.

    Note:

    You will be required to travel throughout the region to places not accessible by public transit.
What you bring to the team Mandatory requirements
  • You are a Professional Engineer, licensed with Professional Engineers Ontario (PEO).
  • You possess a valid driver's license, or equivalent as recognized by the province of Ontario. The offer of employment is conditional upon the successful candidate providing proof that it has a valid driver's license upon being hired.
Technical Knowledge
  • knowledge of the theory, principles, and practices of geotechnical and/or geological engineering and aggregate technology.
  • knowledge of rock, soils, aggregates, geosynthetic materials (e.g., geotextiles, geogrids), and related products and technology as well as construction techniques related to highway structures and pavements.
  • strong understanding of quality assurance, industry standards (e.g., ASTM), and testing methods.
  • knowledge of aggregate legislation and regulations (e.g., Aggregate Resource Act).
  • knowledge of, and experience with, computer software and ability to analyze, organize and present material in electronic format (e.g., MS Office Suite).
Policy and Specification Analysis
  • lead the evaluation, development and/or revision and implementation of aggregate management legislation, regulation, policies, including aggregate specifications, standards and operating guidelines.
  • interpret and apply provincial policies, legislation (e.g., Aggregate Resources Act), regulations, and land use plans.
  • advise Senior Management, ministry staff, and Regional Offices on a broad range of technical, policy, and legislation issues through expert opinion.
  • develop policies, standards, specifications, and operational guidelines.
Relationship and Stakeholder Management
  • use consultation and consensus-building skills to resolve diverse policy and specification issues dealing with rock, soils, aggregates, geosynthetic materials, and related products and technology that affect the application of aggregate resources management policies.
  • build and maintain partnerships when representing the ministry on internal and external technical committees or task groups through consensus-building.
  • networking ability to collaborate with professionals, share resources, and stay informed on emerging technologies.
  • proven project management and leadership skills to supervise and motivate teams, including engineers, technicians, and consultants.
Communication Skills
  • strong communication skills to lead specification and policy consultations while representing the ministry.
  • effective written communication to prepare and present technical reports, specifications and policies.
