Responsibilities
:
Develops, reviews and implements detailed plans and recommends policies regarding program specific requirements.Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.Ensures that the project expenditures are controlled and maintained within approved budget limitations.Participates in the preparation of capital and operational budgets. Deals with complex cost-sharing arrangements for the construction of municipal infrastructure.Leads multi-disciplinary project teams and supervises/directs other professional engineers and technical personnel.Provides specialized design services and technical advice and expertise to support the units of the Department. Modifies established guides, devises new approaches, applies existing criteria in new manners and draws conclusions from comparative situations. Provides technical review on all development applications to ensure that they meet the Department's requirements and that there are no negative impacts on existing infrastructure.Responsible for project management of ongoing or annual city wide engineering programs, special projects, engineering proposals, Capital Works Program, Best practices and other program development and new initiatives. Identifies, evaluates and provides technical expertise and recommendations for the resolution of contract issues, compliance programs, prosecutions, property, by-law, environmental and risk management issues and public safety in compliance with the city policies and by-laws.
Ensures compliance within guidelines by acting as a signing authority.Represents the Division/Department at meetings with public, stakeholders and councillors. Represents the Department as a technical specialist at project and organizational meetings with planners, administrators, and contractors and other external service providers as well at hearings at the Ontario Municipal Board, court proceedings and other tribunals.Advises on drawings and specifications prepared by staff, contractors, consultants and co-ordinates activities of their field of supervisory personnel.Secures permits and approvals as required from external agencies.Maintains relations with councillors, public, consultants, government agencies, developers, suppliers and contractors relative to facility and equipment design and improvements and formulates sound recommendations regarding such additions or alterations during design and construction phases.Analyzes the continuous improvement and control measures for quality, efficiency and effectiveness of services and formulates recommendations. Reviews and analyzes new technologies for utilization in existing or future service requirements.Ensures the proper maintenance of all required operating records and produces or supervises the production of such operating and research reports and statements.Performs site inspections and assessments of changed conditions on construction projects.Conducts technical problem investigations and participates in conducting studies, analysis, surveys, research and development for effective solution of complex engineering problems.Establishes and maintains linkages to other units in the City to co-ordinate input and ensure effective partnership.Key
Qualifications:
Post-secondary education in a civil engineering discipline or an equivalent combination of education and/or experience.Must be registered as a Professional Engineer (P.Eng.) and member in good standing with the Association of Professional Engineers Ontario.Extensive experience in engineering principles and practices associated with the design and construction of municipal linear infrastructure, including the review of engineering drawings for proposed municipal infrastructure and utility works, and in assessing the impact of proposed works on existing and planned municipal infrastructure.Possession of a valid Province of Ontario Driver's License Class "G" and daily access to a vehicle to travel to various work locations and construction sites in a timely manner.You bring extensive knowledge of legislation, including the Occupational Health and Safety Act and its regulations for construction projects, along with knowledge of asset management principles, including data collection, analysis and estimating.
You’re also known for your ability to read, interpret, and report on engineering plans and drawings, specifications, correspondence, reports and other documents in a timely manner, conduct studies, surveys and research, develop effective solutions to engineering issues, initiate and lead technical studies and projects, and plan and prepare reports and recommendations.
