Under the supervision of the Director of Pre-construction, this role is responsible for the preparation of compliant and comprehensive construction estimates, proposal submissions and documentation related to various types of civil infrastructure major projects. During the bid preparation process, this individual manages the development of construction cost estimates.
What You'll Do Here:
Overall responsibility and management of construction cost estimate development, bid submissions and proposal execution strategiesProduce detailed cost estimates and proposals that align with overall business objectives and financial requirementsCompile inputs from various sources to produce organized proposals, detailed cost estimates and P6 schedulesCollaborate with a team of construction estimators and support personnel to produce the required proposal deliverablesReview and comment on customer RFP documents, drawings, specifications and contractsDevelop a strategic and competitive construction approach / execution plan for each proposalIdentify potential project risks and ensure necessary precautions are implemented to manage exposureWorks together with Operations, Project personnel, Business Development and Senior ManagementUtilize estimating software to organize estimates per internal guidelines and customer requirementsReview and approve estimates and resource requirements developed by estimators for each disciplinePreparation of project schedules, resource loading, productivity assessments and cash flowsCreation of technical, commercial, marketing and promotional documentsChair the required proposal initiation, status and approval meetings with Senior ManagementPresent proposal and estimate details to Senior Management to obtain required approvalsPresents or ‘Turnover’ awarded proposal information and estimate details to the Project Team membersDevelop and maintain positive relationships with clients, consultants and subcontractorsServe as the main contact for various consultants, engineering firms and subcontractorsReview of engineering drawings, specifications, contracts and other technical documentation to fully understand project scope requirements and associated construction risk elements.Responsible for the preparation and documentation of cost estimates following the Company’s estimating policies and procedures.Obtains and analyzes sub-trade quotations, liaison with subcontractorsReview of estimates, including labor hours, material costs, tools & equipment, rentals, materials and subcontractorsSuccessfully complete various safety and job training courses / programsSite visits and occasional travel will be requiredWhat You Bring to the Team:
Minimum 10 years of experience within the civil construction industryStrong estimating background on large capital or civil engineering construction projectsProject Management experience and/or field experience on large construction projectsUnderstanding of both design/build and build-to-specification approachesStrong understanding of contract language, legal terms and conditionsExceptional leadership and organizational skillsStrong communication skills – oral and writtenCommon sense with strong attention to detailAbility to read and understand technical drawingsSelf-assured, resourceful and responsible attitudeKnowledge of AACE guidelines and estimating conceptsFamiliar with unionized trade agreements and wage schedulesP. Eng., CET, or equivalent industry experienceProficiency with Microsoft applications, Primavera P6 and/or construction estimating softwareAbility to work in a multi-disciplined team environment including vendors, subcontractors and clients
