Reporting to the Manager, Procurement, the Senior Procurement Specialist serves as a trusted procurement advisor to Surrey Place business units while leading procurement activities for goods and services including information technology and consulting services. The Senior Procurement Specialist will also support the development, implementation, and monitoring of procurement policies and procedures in support of Surrey Place operational strategies.
Main Responsibilities Procurement- Lead end-to-end competitive procurement processes (RFPs, RFQs, RFIs, tenders) for medium to high complexity requirements, including drafting Statements of Work, Terms of Reference, evaluation criteria, leading evaluation committees, and preparing recommendation reports for management approval.
- Conduct supplier negotiations on pricing, contract terms, service level agreements, and deliverables to achieve optimal value and risk mitigation.
- Provide strategic procurement advice to management and staff on sourcing strategies, market analysis, risk assessment, and value optimization.
- Develop and implement procurement strategies based on marketplace needs and organizational goals.
- Manage electronic procurement platforms (MERX, Bonfire, Biddingo, or similar) including posting solicitations, managing addenda, and responding to supplier questions.
- Identify and implement opportunities for strategic sourcing, contract consolidation, and process improvements that drive efficiency and cost savings.
- Administer the procurement email account, providing timely procurement guidance to internal stakeholders.
- Maintain procurement tracking systems, vendor files, contract repositories, and documentation in accordance with record-keeping requirements.
- Negotiate and finalize contracts, amendments, extensions, and terminations in collaboration with the Manager, Procurement and/or legal counsel, ensuring appropriate risk allocation and compliance.
- Establish and maintain contract monitoring frameworks including performance tracking, deliverable verification, and vendor relationship management.
- Lead contract renewal processes including market analysis, renewal recommendations, and negotiation of improved terms.
- Manage contract disputes, performance issues, and vendor escalations in collaboration with program directors and the Manager, Procurement.
- Track key contract dates and provide regular contract management reporting to stakeholders.
- Ensure procurement policies and procedures are followed with adequate documentation.
- Design, deliver, and improve procurement training for staff on policies, processes, and best practices.
- Report on key procurement metrics including spend analysis, cycle times, cost savings, compliance rates, and supplier performance.
- Support Net Suite ERP implementation including user training, process design, and system enhancements.
- Support continuous improvement of procurement processes, standards, and governance framework.
- Bachelor’s degree in business administration, Supply Chain Management, Commerce or related field.
- Professional designation such as SCMP or CPPO is considered an asset.
