How you will contribute as part of the TRCA team:

The Specialist, Procurement leads the end‑to‑end procurement processes and activities for high value and complex projects and activities that require a high degree of procurement expertise. The Specialist will provide guidance and advisory services in aligning procurement strategy and practices with operational priorities to drive effectiveness and results.

Major Responsibilities:

  • Leads complex and high value end to end procurement activities in alignment with policies, procedures and related governance
  • Provides subject matter expert guidance and advice on procurement legislation, policies, and best practices to internal stakeholders
  • Prepares and develops complex procurement documents such as Request for Proposals, Request for Quotations, Request for Information, involving establishing evaluation criteria, specifications and terms and conditions
  • Reviews and evaluates procurement submissions for compliance and facilitates consensus among evaluation teams on award recommendations
  • Collaborates with stakeholders and supports Legal and Risk Management with the development of contracts and related documents necessary for procurement
  • Leads the planning and delivery of debriefing sessions with client groups
  • Oversees procurement system administration, quality assurance, and data analysis to ensure accuracy and support decision‑making
  • Conducts compliance audits on a regular basis developing mitigation strategies to address gaps
  • Drives continuous improvement and innovation through enhanced procurement programs, sustainable sourcing, and use of new technologies
  • Contributes to organizational capability building by developing procurement templates, procedures, and leading organization‑wide training

What will you need to succeed:

Education (degree/diploma/certifications/licenses)

  • Post‑secondary diploma or degree in Business, Commerce, Finance, Procurement or a related field
  • One (1) of the following designations or actively pursuing (requirement to achieve full designation within 18 months):
    • Certified Supply Chain Leader (CSCL)
    • Supply Chain Management Professional (SCMP)
    • Certified Supply Chain Professional (CSCP)
    • NIGP Certified Procurement Professional (NIGP‑CPP)
    • Certified Professional Public Buyer (CPPB), or Certified Public Procurement Officer (CPPO)

Experience

  • 4+ years of procurement experience purchasing experience, including formal tendering and contracting experience

Knowledge/Skill/Ability - Competencies

  • Experience in reviewing, planning and preparing bid, RFQ or RFP documents
  • Experience providing strategic advice on procurement, contracting and contract management
  • Ability to communicate technical information to a non‑technical audience effectively with tact and courtesy
  • Able to self‑manage workload and prioritize tasks as an ongoing challenge in a frequently fluctuating workload and multiple deadlines
  • Able to comprehend written documentation and procedural guidelines; skilled in writing clear correspondence (concise, logical, grammatically correct)
  • Demonstrates responsive to internal and external customer requests and needs
  • Understanding of ERP and procurement administration and data accuracy
  • Results oriented with the ability to effectively manage multiple priorities and timelines
