Unskilled or semi-skilled labor in construction and maintenance activities of Public Works or responsible skilled work in the operation and maintenance of various equipment used in Public Works. Employee may be required to operate a variety of small to heavy construction equipment and perform laboring duties. Level at time of hiring is dependent upon meeting education and experience requirements.

Level I Technicians perform manual and semi-skilled labor tasks related to various construction, maintenance, and repair activities, including refuse collection, water systems, traffic signals, HVAC systems, and vehicle maintenance.

• Construction & Maintenance Tasks
  • Assist in the construction and maintenance of water, wastewater, and reclaimed distribution systems.
  • Perform tasks such as digging, laying pipes, repairing hydrants, and setting concrete.
  • Maintain right-of-way areas, including landscaping and pavement marking installation.
  • Assist in various maintenance operations, such as traffic signal and streetlight repairs.
  • Perform HVAC filter changes, light bulb replacements, and basic vehicle maintenance.
• Vehicle & Equipment Maintenance
  • Conduct routine maintenance on City vehicles and mechanical equipment (fluid and filter changes, brake checks, electrical repairs).
  • Repair hydraulic cylinders, cooling systems, and air conditioning units.
  • Perform errand tasks such as picking up/delivering materials and equipment.
• Safety & Communication
  • Adhere to safety protocols and use safety equipment to ensure safe work practices.
  • Communicate effectively with supervisors, coworkers, contractors, and the public.
• Documentation & Reporting
  • Interpret and process various forms, reports, and work orders.
  • Maintain accurate records of tasks completed and equipment maintained.

• Heavy Equipment Operation
  • Operate and maintain small to heavy machinery (cranes, backhoes, dump trucks, skid steers).
  • Lead tasks related to the collection of refuse and recycling and transportation infrastructure maintenance.
  • Supervise and train team members.
• Advanced Maintenance Tasks
  • Perform complex repairs on fire hydrants, water distribution systems, and traffic control devices.
  • Operate utility locators and perform leak detection and flow/pressure tests.
• Signage & Traffic Systems
  • Fabricate and install street signs, road markings, and electronic traffic devices.
  • Maintain and repair street lighting and electrical systems.
• Vehicle & Equipment Repairs
  • Perform complex repairs on vehicles, including engines, transmissions, and braking systems.
  • Utilize a variety of diagnostic tools and machinery for vehicle and equipment maintenance.

• Communication
  • Ability to effectively communicate with supervisors, coworkers, contractors, and the public.
  • Capable of preparing accurate written records and reports.
• Technical Skills
  • Strong understanding of mechanical, electrical, and plumbing systems.
  • Proficiency in operating and maintaining a wide range of tools and equipment.
• Problem‑Solving
  • Ability to understand and follow instructions, troubleshoot problems, and perform tasks with minimal supervision.

• High school diploma or equivalent.
• At least one (1) year of experience in manual labor, construction, or a closely related field (depending on assignment).

• 10‑Hour OSHA General or Construction Industry Certification.
• Lock Out/Tag Out Certification.
• Florida Commercial Driver’s License (CDL) Class B Permit.
• Electrical Safety Training.
• Fleet Safety Training.
• FDOT Intermediate Temporary Traffic Control Certification.
• FWPOCA Basic Electrical Safety.
• Backflow Assembly Tester License.

• All Level I & II requirements (depending on assignment).
