The Public Works Water Resources Manager assists in planning, organizing, directing, and supervising the operations and activities of the municipal utility systems which include water, wastewater, reclaimed water system and distribution and collection systems within the Public Works Department. The role supports long‑range planning, regulatory compliance, and capital improvement projects related to water and wastewater infrastructure and may serve as the Public Works Director in their absence as assigned.

The position requires extensive hands‑on operational experience, strong leadership skills, and the ability to coordinate across departments, contractors, regulatory agencies, and the public.

Responsibilities
  • Assist the Public Works Director in managing daily operations related to water production, water reclamation, and water and sewer distribution and collections systems.
  • Plan, organize, and oversee assigned water and wastewater divisions, ensuring safe, reliable, and efficient operation of treatment facilities, pumping stations, distribution and collection systems.
  • Ensure compliance with all applicable local, state, and federal regulations, including but not limited to drinking water and wastewater regulatory requirements.
  • Participate in the development and implementation of departmental goals, policies, procedures, and strategic plans with an emphasis on water and wastewater services.
  • Assist with preparation and administration of operating and capital budgets for water and wastewater operations, including forecasting, expenditure control, rate‑supported funding, and capital improvement planning.
  • Manage and support capital improvement projects related to water and wastewater infrastructure from planning and design through construction and closeout.
  • Provide direct supervision, leadership, training, and performance evaluation for supervisory, professional, technical, and field operations staff.
  • Coordinate with consultants, contractors, utility providers, regulatory agencies, and other governmental entities on water and wastewater projects and compliance matters.
  • Review and provide input on plans, specifications, contracts, and bids for water and wastewater facilities, pipelines, and related infrastructure projects.
  • Respond to and resolve customer service issues, operational concerns, and citizen inquiries related to water and wastewater services in a professional and timely manner.
  • Assist in emergency response, utility outages, regulatory incidents, and disaster preparedness and recovery efforts, including after‑hours availability as required.
  • Prepare technical, operational, and administrative reports and presentations for executive leadership, boards, and elected officials.
  • Perform related duties as assigned.
Knowledge, Abilities, and Skills
  • Extensive knowledge of water production, water treatment, water reclamation, and water and sewer distribution and collections system operations.
  • Strong understanding of applicable federal, state, and local regulations governing drinking water and wastewater systems.
  • Principles and practices of public works and utility administration, including asset management and infrastructure maintenance.
  • Budget development, financial management, and capital improvement planning for utility operations.
  • Personnel management, labor relations, and workplace safety practices, including confined space and utility safety standards.
  • Ability to interpret engineering plans, technical reports, and regulatory requirements.
  • Effective leadership, communication, and problem‑solving skills.
  • Ability to manage multiple operational priorities, projects, and emergency situations in a fast‑paced environment.
  • Proficiency with relevant software applications, asset management systems, and project management tools.
Education and Experience
  • Associate’s degree, bachelor’s degree, or formal coursework in water treatment, wastewater treatment, engineering technology, public administration, or a related field. A combination of education and experience may be considered.
