JOB TITLE: Director of Teaching and Learning REPORTS TO: Assistant Superintendent

GENERAL DUTIES SUMMARY

The individual in this role will be a member of the Superintendent’s Cabinet, and–as such–they must be a leader for equity capable of strategic and systems thinking, balancing efficiency with process, most notably in improving student outcomes. This individual should be able to collaborate with others to ensure that systems and processes are integrated and aligned, exhibit sound fiscal management, maintain employee morale, maximize opportunities and benefits for each child and staff member, and contribute to the overall mission and goals of Tigard-Tualatin School District.

SUPERVISORY RESPONSIBILITIES

Supervise and evaluate, assigned building administrators, Assessment Coordinator, various TOSAs, and classified support staff.

ESSENTIAL DUTIES and RESPONSIBILITIES
  • Provides leadership in the development of processes, strategies, and feasibility planning to ensure that the necessary human and fiscal resources are appropriately utilized in order to achieve the District's Strategic Plan results.
  • Lead the District in creating and implementing a vision for equity, including professional development, community partnership, leading initiatives, and the implementation of equitable practices to eliminate achievement gaps in the District.
  • Build and maintain collegial communications/relations between central office administrators, building administrators, TOSAs, staff, parents and the schools to implement and/or maintain teaching and learning services and programs (TAG, TWI, ELL).
  • Direct district-wide department efforts to implement continuous improvement efforts including the introduction of standards, assessment, and systems of accountability.
  • Provide District leadership to organize, create, and develop a system of assessment, and assist teachers and staff with instructional planning, re-teaching, and achievement of student growth outcomes.
  • Strategically guide and implement high impact strategies leading to optimal education that centers equity for all students and instructional results that close the achievement gap.
  • Review data to assess impacts and make recommendations. Research and recommend solutions to a wide variety of complex issues and topics related to curriculum and instruction.
  • Provide oversight and accountability for State and Federal grant programs for Title I, Title II, Title VI, ELL etc. including the preparation of education-related grant applications, evaluation reports and related documentation as required by State and Federal entities.
  • Monitor and evaluate the impact of instructional programs on student learning and achievement and adjust as necessary, including pilot programs.
  • Plan, organize, and participate in the evaluation and selection of instructional materials and equipment.
  • Plan, organize, control, and direct the operations of District’s K-12 instructional priorities and implementation; develop procedures for schools.
  • Communicate with other administrators, personnel and outside organizations to coordinate activities and programs, resolve issues and conflicts and exchange information; receive and respond to parent issues or concerns and make referrals as necessary.
  • In partnership with District and School administrators, oversee and direct District work on Continuous Improvement Plans.
  • Monitor program budget allocations, expenditures, fund balances and related financial activities to ensure that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed.
  • Support the Superintendent, Cabinet, Board and department administrators to develop and implement services and programs to achieve operational goals. Attend all School Board meetings.
  • Coordinate the sharing of best practices and curriculum across district schools.
  • Perform other related duties as assigned.
QUALIFICATIONS
  • Demonstrated knowledge of - and experience with –laws, regulations, and guidelines related to State and Federal grant programs and related District policies, procedures, and budgets.
