We are looking for someone with experience in inspection and/or installation of civil infrastructure improvements for Development and Re-development projects in Thornton.

The Level The Successful Candidate Will Be Hired At Depends On Their Experience, Education, And Qualifications. The 2026 Pay Ranges For Each Level Are:
- Development Inspector I: $34.15 - $45.08 per hour
- Development Inspector II: $37.80 - $49.90 per hour

GENERAL SUMMARYUnder specified supervision, conducts inspections of public and private facilities to ensure conformance with plans, standards and specifications of the City.
Positions in this class are flexibly staffed and are normally filled internally by advancement from level I to level II or, when filled from the outside, require previous directly related experience.
RESPONSIBILITIES- Performs professional duties in reviewing plans and specifications on assigned projects and ensuring conformance to City standards and specifications for the development of public and private facilities.
- Ensures all materials conform to current City standards and specifications; conducts inspections of main line for sewer, water and storm drain systems.
- Schedules inspections, testing, walk‑throughs, warranty and sequence of work with contractors and other City staff.
- Reviews as‑built drawings for accuracy; inspects subgrade, asphalt, curb and gutter; inspects all back‑fill operations and signage. Performs facility locates.
- Issues warranty letters on public and private improvements; issues various field reports on fire hydrants, valves and footage.
- Works with field personnel on a daily basis to address construction issues and concerns.
- Responds to customer concerns and questions regarding projects.
- Reviews, inspects and enforces erosion control measures on construction sites; provides documented recon and full compliance inspections in accordance with State of Colorado MS4 permit for stormwater discharge.
- Performs fundamental field project management and design on small commercial projects; reviews and approves traffic control plans.
- Performs field project management and design on small residential and commercial projects; reviews and approves geotechnical reports for pavement designs.
- May be required to work overtime.
- Performs other duties as assigned.
- Development Inspector I: High school diploma or GED; two years' experience in construction inspection or related work. Equivalent combinations of education and experience may be considered.
- Development Inspector II: High school diploma or GED; five years' experience in construction inspection or related work. Equivalent combinations of education and experience may be considered.
- Development Inspector I: Ability to obtain the National Pollutant Discharge Elimination System (NPDES) Stormwater Inspector Certification and American Traffic Safety Services Association (ATSSA) as a Traffic Control Technician within two years from date of hire. Must attempt exams on first offering following 90 days of employment. Valid Colorado driver's license with a safe driving record.
- Development Inspector II: In addition to previous requirements:
