Parent Education Coordinator – Children & Family Services

Working Title: Parent Education Coordinator

Program: Children and Family

Reports to: Clinical Supervisor or Clinical Services Manager

Pay Range: $28.10–$34.15 per hour (5% increase for Spanish Differential)

Location: On-site, The Dalles, Oregon (travel within Gilliam, Hood River, Sherman, Wasco, Wheeler counties)

Hours/FTE: 1 FTE (37.5 hr/week);
Monday–Friday 8:30–5:00. Up to three shifts/month for after‑hours/weekends, maintaining not more than 37.5 hrs/week.

FSLA Status: Non‑Exempt.

The Parent Education Coordinator – Bilingual supports the Standard Outpatient program, Parent‑Child Interaction Therapy (PCIT), and parenting classes within the Children and Family Services (CFS) department. This shared position works with Four Rivers Early Learning and Parenting Hub. The coordinator implements the Oregon Parenting Education Collaboration Grant work plan under the Early Learning and Parenting Hub Director, collaborating with MCCFL Parenting Education, CFS team, and advisory board.

Strong communication and community collaboration skills are essential for building partnerships to support parents across the five counties. Services are provided in both English and Spanish as needed.

Qualifications / What You’ll Need
  • Certified QMHA by MHACBO or register as QMHA‑R within 14 days of hire.
  • Three years of experience working with families and children with severe emotional disturbances and/or early childhood education.
  • Experience facilitating adult learner groups.
  • Willingness to work flexible weekday evenings to 7:00 pm and occasional weekend events.
  • Bilingual fluency in Spanish/English.
  • Pass all criminal history checks per ORS 181.536–181.537 and OAR 407‑007‑0200 to 407‑007‑0370.
  • Valid Oregon or Washington driver’s license with acceptable driving record and insurable transportation, or reliable alternate.
Responsibilities / What You’ll Do
  • Use both English and Spanish to perform all responsibilities.
  • Assess comprehensive needs of children and families, including strengths.
  • Assess community needs through asset mapping and needs assessments.
  • Coordinate with community partners to organize parenting series, workshops, and family engagement events per the Four Rivers Parenting Education Work Plan.
  • Support scheduling of parent education series/workshops, ensuring coordination with community events.
  • Recruit families via promotional materials and outreach.
  • Collaborate with Hub Communications for social media and web-based recruitment.
  • Track parent education data, share with partners, submit reports to funders and supervisors.
  • Coordinate Regional Early Childhood Committee and Parent Education advisory meetings.
  • Evaluate responsiveness and effectiveness of series by data collection and analysis.
  • Assist families with resources such as transportation, financial assistance, education, and treatment services.
  • Facilitate parenting skills training in classes and individual settings using approved techniques.
  • Serve as referral point for families and communities seeking parent support.
  • Monitor and assess program quality per Hub and Oregon Parent Education Collaborative guidance.
  • Provide attendance data to ODHS as required.
  • Advocate for children and families.
  • Maintain clinical records, progress notes, and required documentation via agency software.
  • Complete necessary documentation and submit feedback forms and surveys.
  • Track and report data.
  • Maintain current knowledge of administrative rules and statutes.
  • Support continuity and coordination of care across services over time.
  • Travel between work sites within the five counties using reliable transportation.
  • Attend trainings and professional development to enhance skills.
  • Maintain reliable attendance, professional communication, confidentiality.
Additional Responsibilities – Four Rivers Early Learning Hub
  • Collaborate with community partners across sectors.
  • Use templates to prepare contracts, agreements, MOUs.
  • Participate in grantee conferences, calls, site visits.
  • Support Hub Administrator with annual reports and strategic plans.
  • Pursue and develop community partnerships and funding opportunities.
  • Purchase program supplies.
