Under the direction of the Texas Civil Commitment Office (TCCO), the Program Specialist IV Senior Case Manager performs complex (journey‑level) consultative and technical assistance work regarding the provision of case management and related services to sexually violent predators (SVPs) civilly committed under Chapter 841 of the Texas Health and Safety Code. The Senior Case Manager provides supervision and case management services to civilly committed SVPs, assists the Unit Supervisor and Director of Case Management Services in auditing client files, reviews compliance with TCCO policy and procedure requirements, provides training to staff and contractors, observes and evaluates employee interaction with SVPs and contractors, assists in developing agency goals and policies, ensures civil commitment work is performed in accordance with laws, makes recommendations for improvement, monitors databases for accurate employee data entry, may work in a confined treatment facility, and maintains 24‑hour/day, 7‑day/week availability.
EssentialJob Functions
- Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
- (40%) Provides comprehensive case management services to SVP clients assigned to the Senior Case Manager’s caseload, serves as a backup in the absence of the assigned Case Manager, completes visits with SVP Clients, participates in treatment team meetings, investigates violations, coordinates with contracted services providers and outside entities, documents, investigates and responds to critical incidents within the required timeframe, conducts face‑to‑face visits at various locations, ensures compliance with all court commitment orders, collaborates with other professionals, coordinates interagency case management, assists clients with referrals for services such as sex offender treatment, medical treatment, mental health treatment, and substance abuse treatment, coordinates substance abuse testing and investigates results, develops resources for community support services, residential home plans, potential employment, coordinates clients’ schedules, and provides timely and comprehensive documentation of all contacts in the case management system.
- (10%) Installs and provides monitoring and surveillance of civilly committed SVP clients through the global positioning satellite (GPS) system, audits and investigates client locations compared to GPS tracking, monitors alerts, ensures GPS equipment inventory is accurate.
