Primary

Purpose:

Develop, implement, and manage the district's comprehensive risk management program to minimize exposure to loss; ensure compliance with applicable federal, state, and local laws; coordinate insurance coverage and claims; and promote a safe and secure environment for students, staff and visitors.

Qualifications:
  • Bachelor’s degree in Risk Management, Business Administration, Public Administration, Finance, Safety Management, or related field (preferred)
  • TASBO certification or willingness to obtain (preferred)
  • Certified School Risk Manager (CSRM) or similar designation (preferred)
  • Valid Texas driver’s license
  • Special Knowledge/

    Skills:
  • Knowledge of Texas Education Code and laws governing public school district liability
  • Knowledge of workers’ compensation, unemployment claims, property and casualty insurance, and liability coverage
  • Understanding of safety regulations (OSHA, ADA, environmental regulations, etc.)
  • Experience with claims management and loss prevention strategies
  • Ability to interpret insurance policies, contracts, and legal documents
  • Strong analytical, organizational, and problem‑solving skills
  • Excellent communication, collaboration, and presentation skills
  • Ability to maintain confidentiality and exercise sound judgment

Experience:

  • 3–5 years of experience in risk management, insurance, claims administration, human resources, or school business operations (preferred)
  • Experience in a public-sector or educational environment (preferred)

Major

Responsibilities and Duties:

  • Develop and implement district-wide risk management policies, procedures, and loss prevention programs.
  • Identify potential areas of risk exposure and recommend mitigation strategies.
  • Conduct risk assessments and safety audits of district facilities and operations in collaboration with department leaders.
  • Monitor compliance with applicable federal, state, and local regulations impacting employee and district risk.
  • Coordinate procurement and renewal of district insurance programs (property, liability, auto, workers’ compensation, cyber, etc.) in collaboration with Business/Finance.
  • Serve as district liaison with insurance carriers, brokers, legal counsel, and third‑party administrators.
  • Manage and monitor claims (workers’ compensation, property, liability, unemployment) to ensure timely reporting and resolution.
  • Investigate incidents and coordinate documentation to minimize district liability.
  • Maintain accurate claims records and analyze trends to reduce future losses.
  • Administer the district’s workers’ compensation program and ensure timely reporting of employee injuries.
  • Coordinate return‑to‑work and transitional duty programs with Human Resources and supervisors.
  • Provide guidance to employees and administrators regarding claims procedures and benefits.
  • Monitor and assist with unemployment claims management and hearings as assigned.
  • Collaborate with district departments to implement employee safety training programs.
  • Assist with emergency preparedness and crisis response planning efforts.
  • Promote workplace safety initiatives to reduce accidents and injuries.
  • Support compliance with federal and state employment‑related risk requirements.
  • Prepare reports for the Assistant Superintendent of Human Resources, Superintendent, and Board of Trustees as needed.
  • Maintain documentation for audits, regulatory reviews, and insurance renewals.
  • Assist in development of administrative regulations related to risk management, employee safety, and compliance.
  • Perform other duties as assigned.
