Job Summary
Under the immediate supervision and general direction of the Assistant City Manager, the Sanitation Director plans, organizes, directs, and oversees all municipal solid waste, recycling, composting, and brush collection for the municipality. This position ensures safe, efficient, cost-effective, and environmentally compliant collection and disposal services while promoting sustainability initiatives and regulatory compliance.
The Director provides leadership to sanitation personnel, manages departmental budgets, oversees contracts, and develops long-term waste management strategies aligned with municipal goals.
Essential Job Functions- Direct the daily operations of residential, commercial, brush, and re-cycling operations and administrative functions as well as the fleet maintenance of the Solid Waste Department.
- Prepares and formulates the annual budget for capital improvements and equipment purchases for the Solid Waste Division.
- Plans, organizes, coordinates and implements programs in the areas of solid waste and waste collection.
- Manage recycling, composting, hazardous waste, and bulk item disposal services.
- Develop and implement service schedules, routes, and operational procedures.
- Ensure compliance with federal, state, and local environmental regulations.
- Oversee fleet management including maintenance and replacement planning.
- Coordinate emergency response for debris removal during natural disasters or public health emergencies.
- Promote a culture of accountability, teamwork, and continuous improvement.
- Monitor expenditures, capital improvement projects, and equipment procurement.
- Reviews current programs and costs analyses data relating to municipal solid waste management to improve efficiencies in the operation.
- Identify grant opportunities and alternative funding sources.
- Develops recommendations for programs and activities to be conducted, estimates costs and potential cost savings, and coordinates the implementation of approved programs.
- Monitors and inspects work activities to ensure proper procedures, methods, and safety standards are being followed. Make appropriate changes to standard operating procedures.
- Implement solid waste disposal and collection best practices which promote efficiency, effectiveness, innovation, and sustainability.
- Ensure compliance with all applicable federal, state, and local regulations governing drinking water and wastewater systems.
- Maintain positive and effective relationships with federal, state, and local stakeholders.
- Monitors fuel consumption, vehicle and equipment maintenance, develop monthly performance measures reports and administers asset management techniques for inventory controls.
- Plan, prepare, and present information to City Council, department committee, key stakeholders, and user groups.
- Develop public education programs focused on waste reduction and recycling participation.
- Maintain regular and prompt attendance, physically present to work.
- Perform other similar or related duties as assigned.
- May be required to work beyond normal business hours and/or on weekends in response to natural disaster emergencies.
- Bachelor's degree in Public Administration, Business Administration, or related field is preferred.
- Seven (7) to ten (10) years of progressive experience in sanitation, solid waste management, or public works operations is preferred. At least five (5) years of supervisory experience is preferred.
- Applicants must pass pre-employment criminal background check and drug screen at City's expense.
- Must have current valid Class "C" Texas Driver License and be insurable.
- Valid Class "CDL" license from the Texas Department of Public Safety preferred.
- Must successfully complete Emergency Management and Incident Command Training.
- Bilingual English/Spanish, preferred.
- Thorough knowledge of solid waste collection systems and environmental regulations.
- Thorough knowledge of safety standards and precautions related to solid waste collection and disposal.
