Primary Purpose:
Enhance the educational environment for students and staff by directing emergency operations and compliance with
all school safety and security requirements in the State of Texas.
Major Responsibilities and Duties:
1. Direct all aspects of district emergency and security operations in accordance with applicable laws, codes,
best practices, district policy and processes.
? Coordinate and support district staff and students in emergency response by providing direction and
oversight as necessary to facilitate a safe resolution.
? Collaborate with district police and all other agencies to provide support and facilitate resolution
during emergency response.
? Provide communication to key personnel during any emergency response to ensure staff and
students remain supported throughout and parents are properly notified to assuage fear and
facilitate reunification.
? Coordinate recovery by supporting district departments and personnel throughout the recovery
process.
? Facilitate an after-action meeting to discuss emergency response and adjust protocols as necessary.
2. Direct all aspects of the district emergency management program in accordance with applicable laws (Texas
Education Code 37), best practices (Texas School Safety Center), district policy and processes.
? Schedule, oversee, and document the district safety and security committee in accordance with the
Texas Education Code.
? Oversee the management of the Sentinel website in accordance with TEA requirements. Coordinate
with all departments to ensure all necessary information is uploaded. Train staff as needed.
? Oversee all TEA required audits, to include Intrusion Detection, Three-year, Semi-Annual
Maintenance, and District Vulnerability. Collaborate with district department and campus leadership
to facilitate successful completion of each. Document and report in accordance with state
requirements, to include presentation to the board of trustees.
? Oversee the creation, distribution, and annual review of the district's emergency operations plans.
Ensure that the leadership team and all local agencies have access as required by law.
? Manage the district building floor plans for emergency purposes to include creation, distribution, and
posting of emergency management floor plans (e.g., evacuation, shelter, reunification, and hall
colors) in all buildings and campuses.
? Oversee, schedule, facilitate, and document all emergency response and Standard Response Protocol
training of staff and students. Training shall include instruction, drills, and exercises as required by
the Texas Education Code.
3. Act as an Armed Security Officer (Guardian) to support the CISD Police Department.
? Cover campuses when district police officers are not available.
? Support district police officers during any active attack response.
4. Support district construction programs by collaborating to ensure buildings meet all required facility security
standards and requirements.
? Collaborate with district departments and architects on the design and installation of security related
equipment and features to ensure compliance.
? Facilitate post construction inspections to document compliance with all TEA requirements.
5. Monitor intrusion alarm systems and direct response, as necessary.
? Utilize the district alarm system to monitor district door props and alert staff, as necessary.
? Utilize the district alarm system after hours to monitor any unauthorized entry into district buildings.
? Notify Kaufman County Dispatch in the event of an unauthorized entry.
? Support each campus and district administration in the event district property is damaged due to an
unauthorized entry.
6. Support emergency communications by overseeing the district and campus radios equipment program to
ensure continuity during emergency operations.
? Work with the district radio vendor to ensure campus frequencies are properly registered with the
FCC and are assigned to each campus.
? Monitor campus and district radio inventories, age, and functionality and support campuses to
repair, replace, or upgrade as needed.
