Responsibilities- Directs the operation of a state veterans center in providing long-term health care and quality medical services to eligible veterans; develops goals, operation plans and work programs; evaluates compliance.
- Serves as the federal fiduciary for incompetent patients and manages patient funds and related financial matters on their behalf.
- Plans and directs patient care programs, support services, volunteer programs, risk management activities, public and community relations efforts, and training activities; develops budget work programs, determines staffing requirements, approves personnel actions and reviews programs and expenditures to ensure compliance with budgetary and FTE limits and other requirements.
- Coordinates program requirements and operations with other state and federal agencies; negotiates agreements and contracts for goods and services; reviews or approves purchases using applicable federal contracts.
- Participates in meetings and planning sessions with local, state and federal agencies to evaluate and develop agency policies, procedures and regulations; interprets and administers state and federal guidelines concerning center operations and activities.
- Reviews inquiries, complaints, problems or other information concerning the operation of the center; prepares appropriate responses; handles emergencies or unusual incidents while on twenty-four hour on-call.
Levels are distinguished based on the complexity of assigned duties, the level of expertise required and the responsibility for supervision of others. At this level incumbents are assigned duties for advanced level management involving daily operation of a long-term health care facility and assist in overall administration of the center, including coordination of major programs such as patient services, administrative services, and the physical plant.
This position is subject to twenty-four hour on-call duty and serves as facility administrator in the absence of the Administrator.
Education and experience requirements at this level consist of a bachelor’s degree in business or public administration, public health or hospital administration or closely related field and two years of professional level experience in a managerial or administrative capacity in a health or nursing care facility or over a program providing services for veterans or military personnel; or an equivalent combination of education and experience substituting one year of professional level experience for each year of required education.
Certification as a Licensed Nursing Home Administrator is required.
Knowledge of state and federal laws and regulations concerning veterans benefits and services; eligibility requirements for admission to a long-term care facility; procedures for determining allowable maintenance charges and collecting benefits from the Veterans Administration; licensing and registration requirements for physicians, nurses, therapists and other professionals; personnel administration and supervisory principles and practices.
Ability to direct the work of others; administer the operations of a long-term health facility; communicate effectively; establish and maintain effective working relationships.
Special RequirementsWill be subject to on-call duty on a twenty-four hour basis.
