Job Description
The Texas Correctional Office on Offenders with Medical or Mental Impairments (TCOOMMI) Residential Case Manager is responsible for providing outstanding person-centered case management services to adults diagnosed with severe and persistent mental health disorders as well as substance use disorders who are currently housed in the Williamson County Dual Diagnosis Residential Facility (DDRF). The position reports to the TCOOMMI Program Director and requires the development and maintenance of effective, professional working relationships with the DDRF staff, the BCBS staff and all outside community partners.
It is a Monday through Friday, non-exempt position with no night shift or on-call requirements. The RCM meets with individuals to provide case management, skills training and psychosocial rehabilitative services in collaboration with Licensed Chemical Dependency Counselors (LCDC). Services are intended to stabilize mental health and substance use symptoms, reduce risk of recidivism, increase the individual’s awareness of and participation with community and natural supports, develop self-advocacy, and assist with their ability to participate in independent behavioral health services.
The person in this position works in partnership with the Residential LCDCs to develop a treatment plan that addresses the identified mental health needs as well as any substance use challenges. The position may also require transportation to the BCBS clinic or other identified needs. A high level of detailed electronic documentation is required and adherence to company and state guidelines is expected.
The candidate must possess a passion and aptitude for working with individuals who have chronic and severe mental health needs as well as substance use challenges and are involved in the criminal justice system.
- Up to $4.00/hour – Tenure with BTCS
- $0.75/hour – Bilingual
- Up to $2.00/hour – Prior experience in a similar role with a community center in Texas
- $1.00/hour – Advanced licensure
- $0.50/hour – Licensed Chemical Dependency Counselor

Williamson County Dual Diagnosis Residential Facility - Hourly Salary Range: $21.46 – $30.71
- Salary Amount: $44,636.80 – $63,876.80/year
- Bachelor’s degree in human services*, with two years of comprehensive knowledge of mental health and treatment, ability to work independently and collaboratively within a fast-paced, recovery-focused environment. A demonstrated aptitude to connect with people.
- Must have a valid Texas Driver’s License, meet Bluebonnet Trails Community Services driving requirements, and maintain approved driving status throughout employment.
- If a degree is not in a Human Services field, a minimum of 24 college credits in a Human Services field are required.
- NCIC and TCIC criminal background checks, substance use screening, and fingerprinting are performed prior to employment. An official copy of the college transcript is required.
- Master’s Degree
- Licensed Masters Social Worker, Licensed Clinical Social Workers, Licensed Marriage and Family Therapist, Licensed Professional Counselor
- Two year’s experience in providing wellness and recovery support services in mental health, substance use and/or crisis intervention and screening
- Pursuit of clinical licensure in counseling, behavior analysis, family therapy, social work or a related field
- Advanced licensure
- Bilingual in ASL or Spanish
- Experience in providing concurrent documentation
- Licensure as a Licensed Chemical Dependency Counselor (LCDC)
