SUMMARY OF POSITION
Reporting directly to the City Manager, the Director of Engineering is responsible for a comprehensive range of engineering tasks pertaining to public works and utilities. This encompasses the full project lifecycle, from needs assessment and design review to budget management, construction oversight, cost estimation, and the acquisition of necessary easements and rights‑of‑way. The role also includes leading the build‑out, implementation, and ongoing maintenance of the City’s Geographic Information System (GIS), ensuring accurate, accessible, and up‑to‑date spatial data to support infrastructure planning and operational decision‑making.
The successful candidate will be expected to exercise independent technical judgment and cultivate strong working relationships with department heads, consultants, other engineering professionals, various agencies, and the general public. The Director of Engineering will manage a small team and collaborate with other department directors on public infrastructure initiatives and significant capital planning projects.
- Capital Improvement Program (CIP) Enhancement:
Expand the CIP program to include comprehensive project estimates, detailed operating and maintenance expenses, and clear justifications for each project. - Infrastructure Condition Analysis and Action Plan:
Conduct a thorough condition analysis of the City’s infrastructure (bridges, roadways, water, and sewer lines). Develop an action plan to ensure all infrastructure meets safety and quality standards set by the State of Texas. - Geographical Information System Expansion:
Collaborate with City departments to ensure the precise locations of City infrastructure assets are accurately recorded within the City’s GIS system.
The Director of Engineering must possess comprehensive knowledge of City codes, policies, and procedures, as well as relevant state and federal guidelines. The role requires familiarity with computers, hardware, and software, along with a strong understanding of management and supervisory principles.
Candidates should have expertise in engineering standards and specifications, advanced mathematics, and the principles and practices of supervision, training, and evaluation. A solid grasp of budget development and administration, construction and fire protection engineering, and current trends and literature in civil engineering is essential. The ideal candidate will also be proficient in preparing engineering reports.
