General Summary
Under general supervision of the Director of Public Works, the position provides comprehensive administration for the water operations and maintenance functions for the City. This is a hands‑on supervisor position responsible for both leading the team and actively participating in day‑to‑day operations. The position is responsible for successfully managing the water operations of all associated personnel and the financial responsibilities inherent in the work, equipment, materials, and supplies utilized by the division, while also performing core operational duties alongside the team.

Other duties include: construction, maintenance of water lines and valves, various infrastructure, developing work schedules, creating daily work plans, administering the department budget, monitoring development with Texas Commission on Environmental Quality (TCEQ) regulations, controlling expenditures, scheduling personnel training and vacation, and overall management of personnel and equipment.

- Planning and supervising the daily operations of the water treatment plant in accordance with guidelines outlined by State and Federal agencies. Developing operating procedures and policies for the day‑to‑day operation.
- Providing interpretation and ensuring staff’s understanding of and compliance with regulations and standards.
- Monitoring water systems, making regular inspections of facilities and equipment to ensure continuous and effective operation. Identifying problems and making necessary adjustments.
- Reading meters, gauges and dials, recording statistical data and keeping logs of readings. Maintaining appropriate chemical levels by adjusting system controls and/or adding, adjusting, and replacing chemicals in water systems.
- Maintaining adequate inventory levels of materials and supplies used in water operations and meter work; purchasing tools, materials and supplies as needed; identifying equipment needing repair or replacement; and purchasing new equipment as needed.
- Monitoring water production and distribution systems for compliance with TCEQ regulations.
- Collecting water samples, performing laboratory tests and recording findings. Evaluating data and writing reports as required.
- Specifying and reviewing planning for system improvements, development activities and future needs relating to supply and distribution of water.
- Ensuring proper instruction and training of personnel in methods and procedures, proper use of equipment, preventative maintenance, system maintenance and repair, and proper safety protocols.
- Establishing and maintaining effective working relationships with City officials, all employees and the general public.
- Performing work with relative independence and judgment, utilizing initiative required to meet department operating requirements and handle abnormalities.
- Using safe working practices and ensuring proper safety practices are used by all operators.
- Engaging problem‑solving skills proactively and, when appropriate, in response to individual citizen concerns, community challenges, and subordinate coaching; providing technical assistance in difficult situations.
- Assisting the Public Works Director with gathering information and making recommendations for equipment and materials that need purchase.
- Working safely in close proximity to vehicle traffic areas, setting up traffic warning devices and barricades, and inspecting safety items daily for proper placement and visibility.
- Identifying and informing supervisor of potential hazards, liability exposures, problem areas, public inquiries and status of work activities.
- Requiring flexibility to adhere to stand‑by (on‑call) schedule as assigned, work evenings, weekends, holidays, and overtime.
- Developing and scheduling preventive maintenance programs including pump and motor maintenance, fire hydrant flushing, valve exercising, meter reading and work orders, fire hydrant maintenance, etc.
