* Job Description:
** Positions in this classification perform technical inspection and engineering support work in the Department of Public Works. Work involves applying engineering procedures to inspect road and street construction work, residential lot grading work, and utility work for compliance with plans and specifications, including erosion and sediment control requirements. The position requires prior experience in engineering inspection activities. The Public Works Inspector I will handle a heavy volume of customer complaints.
Work is performed under technical supervision.
Public Works Inspector I position reports to the Project Management Division Chief.
** Essential Job Functions
** Inspects and certifies subdivision street construction with County Public Works Agreements to ensure compliance with County road ordinance.
Inspects residential construction sites for compliance with an engineer’s approved site plan.
Inspects the final stabilization of a lot. Inspects previously installed stormwater management devices on an annual basis to ensure compliance with state and local ordinances.
Prepares daily inspection reports and documents each phase of the stormwater management device installed.
Issues noncompliance reports, civil citations and stop work orders for violations of the Grading, Erosion and Sediment Control Ordinance or the Stormwater Management Ordinance.
Conducts initial and periodic inspections for erosion and sediment control compliance.
Approves contractors' utility permit requests within County rights-of-way.
Inspects commercial construction sites for compliance with an approved engineer’s site plan.
Inspects installation of stormwater management devices. Coordinates with homeowners and contractors to address repairs needed on existing stormwater management devices.
Reviews and signs various permits.
Confers with contractor’s and/or homeowners to advise and assist with engineer’s site plan. Acts on citizen’s complaints and follows-up with a field inspection to resolve the issue.
Provides training and lead work direction to less experienced workers.
Coordinates with other divisions such as Code Enforcement, Inspections and Permits, Water and Sewer, Highway Maintenance, and Engineering as needed.
Coordinates work of employees and contractors during inclement weather.

** Knowledge, Skills, and Abilities (These are pre-employment KSA that apply only to Essential Job Functions.)
** Knowledge of—
* Engineering technology as applied to, erosion and sediment control requirements, and stormwater management.
Ability to—
* Apply technical engineering procedures to inspection of, erosion and sediment control, and stormwater management requirements.
* Establish and maintain effective working relationships with others encountered in the work.
* Communicate effectively orally and in writing.
* Deal effectively with the public.
** Required Qualifications (
Note:
Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)
**** Training and/or
Education:
** High School diploma or GED equivalent. Training in erosion and sediment control and stormwater management.

* Experience:
** Two years of progressively responsible engineering technician experience.
** Licenses or Certificates:
** Valid driver’s license.
A current Medical Examiner's Certificate is required. Must be obtained at time of employment and at employee's expense.
MDE erosion and sediment control certification.
State Highway erosion and sediment control certification or must obtain within the first six months of employment.
Certified storm water inspector with illicit discharge detection and elimination certificate.
** Special Requirements:
** Operation of County owned vehicle.
** Physical Demands:
** Requires long periods of standing, frequent walking indoors, repeated bending, crouching, stooping, stretching or reaching; recurring lifting of objects up to 49 pounds; operation of keyboard devices.
** Unusual Demands:
** Site work exposes workers to dirt and soil.
