Position Description
The City Engineer is responsible for planning, directing, and managing the engineering functions of the city, including the design, construction, and maintenance oversight of public infrastructure and capital improvement projects. This position ensures compliance with applicable federal, state, and local regulations while supporting safe, efficient, and sustainable growth within the city.
Essential Duties and Responsibilities- Plans, directs, and oversees the city's engineering programs, projects, and services.
- Manages the design, review, and construction of public infrastructure projects, including streets, drainage, water, wastewater, and related facilities.
- Prepares, reviews, and approves engineering plans, specifications, cost estimates, and construction documents.
- Administers and oversees capital improvement projects (CIP), including budgeting, scheduling, and contractor coordination.
- Develop and implement annual CIP budget including approved bond projects.
- Reviews and approves development plans, plats, site plans, grading plans, and drainage studies for compliance with city codes and engineering standards.
- Provides engineering support and technical guidance to city departments, boards, commissions, and elected officials.
- Serves as the city's liaison with developers, consultants, contractors, utility providers, and regulatory agencies.
- Ensures compliance with applicable federal, state, and local laws, regulations, and permitting requirements.
- Oversees construction inspection activities to ensure quality, safety, and adherence to approved plans and specifications.
- Assists in the preparation of long‑range infrastructure planning and engineering studies.
- Reviews and responds to citizen inquiries and complaints related to infrastructure projects.
- Maintains accurate records, reports, and documentation for engineering projects.
- Participates in emergency response and disaster recovery efforts as required.
- Serve as the city's liaison to the North Central Texas Council of Governments (NCTCOG) and the Texas Water Development Board (TWDB).
- Coordinate with NCTCOG and TWDB on regional planning, initiatives, funding opportunities, grant applications, and compliance requirements.
- Prepare, submit, and manage engineering‑related documentation, reports, and data required by NCTCOG and TWDB.
- Represent the city at NCTCOG and TWDB meetings.
- Monitor regulatory changes, funding programs, and policy updates from NCTCOG and TWDB and advise city leadership accordingly.
- Support city participation in regional transportation, water, wastewater, flood mitigation, and infrastructure planning efforts.
- Perform other duties as assigned.
Skills and Abilities
- Thorough knowledge of civil engineering principles, practices, and methods related to municipal infrastructure.
- Knowledge of local, state, and federal regulations applicable to public works and engineering projects.
- Ability to read, interpret, and prepare engineering plans, specifications, and technical reports.
- Strong project management, budgeting, and organizational skills.
- Ability to communicate effectively, both orally and in writing, with staff, officials, developers, and the public.
- Ability to manage multiple projects and priorities in a fast‑paced environment.
- Proficiency in engineering and project management software.
- Possession of valid driver's license.
- Licensed Professional (PE) in the State of Texas.
- Bachelor's degree in civil engineering from an accredited institution.
- Five (5) or more years of progressively responsible professional engineering experience, preferably in municipal or public sector engineering.
- Experience with capital improvement projects, land development review, and public infrastructure systems.
