Job Description

Reports to: Director of Special Services

Dept./School: Special Services Department
Exemption Status: Exempt

Days: Teacher Work Calendar

Pay Grade: Professional (per district compensation plan)(10 Months)

Primary Purpose

Coordinate and facilitate the Admission, Review, and Dismissal (ARD) committee process to ensure compliance with federal and state special education laws and district procedures. Support campuses in conducting effective, legally compliant ARD meetings that focus on student needs and educational progress. Ensure documentation, timelines, and procedural safeguards are implemented with fidelity.

Qualifications Education & Certification
  • Bachelor’s degree required;
    Master’s degree preferred
  • Valid Texas teaching certificate or related professional certification (Special Education certification preferred)
Special Knowledge & Skills
  • Knowledge of IDEA, Texas Education Code, State Board of Education rules, and procedural safeguards
  • Knowledge of special education eligibility, IEP development, and ARD committee procedures
  • Strong understanding of compliance timelines and documentation requirements
  • Ability to facilitate meetings and manage conflict effectively
  • Strong organizational, communication, and interpersonal skills
  • Ability to interpret evaluation data and IEP components
  • Proficiency in district special education data management systems
Experience
  • Minimum three years of experience in special education or related field
  • Experience participating in ARD committee meetings preferred
Major Responsibilities and Duties ARD Coordination and Facilitation
  • Schedule and coordinate ARD meetings in compliance with state and federal timelines.
  • Facilitate ARD committee meetings to ensure all required members are present and meaningful parent participation occurs.
  • Ensure ARD meetings remain student-focused and aligned to evaluation data and progress monitoring.
  • Guide committees in the development of measurable annual goals and appropriate services.
  • Support manifestation determination reviews and other required ARD processes.
  • Ensure appropriate documentation of deliberations and committee decisions.
Compliance and Documentation
  • Monitor timelines for initial ARDs, annual reviews, re-evaluations, and amendments.
  • Review ARD paperwork and IEPs for accuracy, completeness, and legal compliance.
  • Ensure prior written notice and procedural safeguards are provided appropriately.
  • Maintain accurate and confidential student records in accordance with FERPA and district procedures.
  • Assist campuses in preparing for state monitoring, audits, and compliance reviews.
Collaboration and Consultation
  • Serve as a resource to administrators, teachers, and staff regarding ARD procedures and special education compliance.
  • Provide guidance to special education teachers in IEP development and documentation.
  • Communicate effectively with parents regarding ARD processes and procedural rights.
  • Collaborate with diagnosticians, related service providers, and campus administrators to ensure cohesive service delivery.
Training and Support
  • Provide training to campus staff on ARD procedures, documentation, and compliance requirements.
  • Assist with implementation of district special education initiatives.
  • Support campuses in improving the quality and effectiveness of ARD meetings.
Professional Responsibilities
  • Maintain confidentiality of student information.
  • Participate in professional development activities related to special education law and compliance.
  • Comply with district policies and administrative procedures.
