This position assists the Construction Manager, other Assistant Construction Managers and the Engineering Department in overseeing teams of Construction Inspectors, Electrical Inspectors and Instrumentation & Controls (I&C) Inspectors and the execution of construction projects. Ensures the use of effective and consistent procedures and methodologies for construction inspections. Assists Program Managers, Project Managers and Inspector Supervisors in the review of drawings, specifications, change orders, requests for information, field changes, and pay requests.
Supervises multiple teams of construction inspector supervisors and construction inspectors. Develops and maintains construction management procedures.
- Routinely performs site visits to all active construction sites.
- Manages Construction Inspector Supervisors and Field Inspectors in implementing optimal construction inspection practices, adherence to the contract documents, and NTMWD policies.
- Coordinates Supervisor task assignments.
- Develops guidelines, inspector development programs, procedures and check lists for Inspectors.
- Reviews Inspectors’ daily report forms for completeness, accuracy and consistency.
- Assists Project Managers and Inspector Supervisors with construction project requests for information, field changes, and change orders.
- Attends and leads participates in construction progress meetings.
- Provides constructability review and provide comments on design drawings and specifications.
- Monitors progress schedules for all construction projects and coordinates with Project/Program managers to ensure issues are remediated.
- Assists Program Managers, Project Managers, Inspector Supervisors and Operations with tie-ins, shutdowns, and all other complex construction issues as they arise.
- Assists in scheduling alternates for inspectors on leave and perform inspections on an as‑needed basis.
- Coordinates with the Operations Department to mitigate operational issues and challenges.
- Provides annual Performance Evaluations for Inspector Supervisors.
- Creates and manages monthly safety meetings.
- Coordinates and manages developmental/Point-Of-Entry projects created by city agencies.
- Estimates inspector manpower and cost based on specific projects.
- Manages internal supervisors and outsourced inspectors (contractors).
- Manages special projects and studies as needed.
- Performs other duties as assigned.
Education & Experience:
- Must possess a high school diploma or GED
- Minimum of 10 years of construction inspection, electrical and I&C/SCADA related work experience, or a minimum of 60 college credit hours in engineering or engineering technology combined with a minimum of 8 years’ experience in construction inspection, electrical and I&C/SCADA related work.
- Construction related work experience to include a minimum of 4 years in a supervisory role.
- Must have a CPII certification through APWA or must acquire within a year of hire date for Construction Inspections.
- ICC Certifications or equivalent certifications/licenses preferred for Construction Inspections.
