General
Purpose:
Under general supervision of the Finance Director, the Staff Accountant performs accounting duties, including general ledger reconciliations, bank reconciliations, financial reporting, and general financial record keeping; maintains a variety of accounts and subsidiary ledgers for various city functions including developer agreements and escrows and capital assets; manages the accounts payable, receivable and cash reconciliations for the City; assists with the City budget preparation, annual audit and work papers, and performs a variety of accounting functions relative to assigned areas of responsibility.

General supervision is provided by the Finance Director.

Position Type/Expected Hours of Work:
This is a full-time position. Days and hours of work are Monday through Thursday, 7:30 a.m. to 5:30 p.m.;
Friday, 7:30 a.m. to 11:30 a.m.

- Performs professional accounting functions in compliance with Generally Accepted Accounting Principles (GAAP).
- Experience with full cycle A/P processing.
- Assists in annual audit, including providing requested files and information.
- Assist in the preparation of the City's annual budget and supporting schedules; the City's Annual Comprehensive Finance Report (ACFR) and support schedules and audit work papers.
- Prepares bank reconciliations.
- Work closely with auditors, staff and other departments to identify and reconcile capital project funding sources.
- Perform capital project monitoring and reporting.
- Perform construction in progress, escrow, and fixed assets accounting, tracking and reconciliation.
- Monitor and balance various accounts; research and analyze transactions to resolve problems relating to accounts.
- Report to management on the remaining funding available for projects by monitoring and balancing various accounts; research and analyze transactions to resolve problems relating to accounts.
- Prepare journal entries related to assigned duties.
- Maintains, reconciles, and audits a variety of ledgers, reports (941, W2's, TWC), and accounting transactions to ensure accuracy.
- Prepare spreadsheets and reports for data analysis, budget, and ACFR.
- Review department line-item allocations for reasonableness and accuracy with budgeted funding and consistency with chart of accounts.
- Partners with HR staff in preparing payroll for processing.
- Processes payroll.
- Documents accounting policies and procedures as assigned.
- Provides accurate and timely responses to data requests.
- Administrative support.
- Assist and directs citizens with questions requiring knowledge of the City of Melissa in person or by phone.
- Regular consistent attendance for the assigned work hours is essential.
- Contribute to the continuous improvement of the organization, both financially and operationally.
- Supports relationship between the City of Melissa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff: maintains confidentiality of work-related issues and City information.
- Contribute to the team effort by performing other duties as assigned.

Education and Experience
a. Bachelor's degree in accounting, finance or related filed with five (5) years of accounting experience.
b. Must possess a valid Texas Drivers' license, with a satisfactory driving record, or ability to obtain one.
c. Must be able to successfully complete a drug screening and background check.

d. Any combination of education and experience which would provide the applicant with the desired knowledge, skills, and abilities required to successfully perform the job.
