Environmental Investigator – Basic
Galveston County Health District is seeking a motivated and detail-oriented Environmental Investigator-Basic to join our Environmental Health Services team. In this role, you will support countywide Air and Water Pollution Services through investigations, compliance inspections, enforcement activities, and public education efforts to protect environmental and public health across Galveston County.

- Assist in the countywide Air and Water Pollution Services program through multimedia investigation, enforcement, abatement, sampling, testing, and pollution education
- Investigate citizen complaints related to air and water quality concerns
- Schedule and conduct inspections of pollution sources to determine compliance with federal, state, and local environmental laws, regulations, ordinances, and permit requirements
- Monitor ambient air quality and conduct stormwater sampling of conveyance systems
- Conduct grease and grit trap inspections
- Document violations and identify required corrective actions
- Prepare complete, accurate, and timely written reports for investigations, inspections, and monitoring activities
- Complete all required data entry and maintain the division workload tracking system
- Prepare enforcement referrals and compile documentation for court cases
- Provide environmental quality data and technical information to other agencies and the general public
- Maintain, calibrate, and properly use field and monitoring equipment
- Provide technical guidance to municipal and industrial entities regarding compliance requirements
- Perform laboratory analysis and interpret environmental data
- Provide testimony at court hearings when requested
- Complete cross‑training in all environmental compliance programs, including air and water complaints, air investigations, stormwater sampling, wastewater inspections, grease trap inspections, air monitoring, and construction site inspections
- Specialize in and lead at least one assigned environmental program
- Perform other duties as assigned by the supervisor
- Bachelor’s Degree from an accredited college or university in a natural science, preferably Environmental Science
- Minimum of 1 year of experience working with environmental regulations, permits, monitoring equipment, pollution control techniques, or compliance programs preferred
- Experience conducting field sampling for air and water mediums preferred
- Experience conducting compliance inspections or investigations within the regulated community preferred
- Experience writing technical and investigative reports
- Experience working in Public Service or Public Health preferred
- 40‑hour HAZWOPER Certification (must be obtained within one year of employment and renewed annually)
- Strong initiative, sound judgment, and ability to work independently
- Excellent time management and multitasking skills
- Strong written and verbal communication skills
- Customer service oriented with the ability to serve individuals from diverse backgrounds
- Proficient in Microsoft Office applications and general computer use
- Ability to operate office equipment including computers, printers, copiers, and multi‑line phones
- Ability to provide spur‑of‑the‑moment transportation without reliance on organization vehicles
- Valid Texas driver’s license or ability to obtain one; DMV check may be required
- Willingness to work early mornings, evenings, and weekends as needed
- Must comply with GCHD Immunization Policy andICS training requirements
- Must pass a criminal background check and drug/alcohol screening
