Position Overview
Texas Health and Human Services Commission (HHSC) seeks a dedicated and experienced leader for the role of Superintendent/Director of the State Hospital (SH) in Terrell, TX. The successful candidate will oversee the day‑to‑day operations of a 24‑hour inpatient psychiatric facility, guiding a large multidisciplinary workforce to deliver high‑quality, recovery‑oriented care in compliance with The Joint Commission, CMS, and state regulations.
Key Responsibilities- Attend work regularly and adapt to required shift schedules, including overtime as needed.
- Oversee and supervise all hospital departments, ensuring delivery of high‑quality services and compliance with applicable laws and agency policies.
- Lead development and implementation of the hospital’s performance‑improvement plan, guiding the organization to meet or exceed administrative and clinical goals.
- Participate in the State Hospital System Governing Body, Division Office planning sessions, and hospital committees to influence policy and improve operations.
- Direct Environment of Care, Life Safety, and Risk Management programs, maintaining current plans and minimizing disaster risk.
- Ensure staff competence through training, performance evaluations, and development of standard operating procedures.
- Communicate effectively with internal and external stakeholders, including patient families, local authorities, and community partners.
- Oversee Facility Support Services Performance Indicators (FSPI) audits and implement improvements based on audit findings.
- Interpret and enforce standards from The Joint Commission, CMS, SORM, and other relevant agency requirements, including implementing corrective action plans.
- Author, maintain, and update hospital policies and procedures in the Administrative and Human Resources manuals.
- Build academic partnerships for clinical rotations, internships, and psychiatric residency programs.
- Collaborate with the Financial Officer to develop budget requests, monitor expenditures, and manage contract compliance.
- Promote employee appreciation, recognition, and retention initiatives.
- Develop and enforce infection control policies and practices to maintain a safe environment for patients and staff.
- Perform additional duties as assigned, including participation in disaster response or Continuity of Operations (COOP).
- In-depth knowledge of psychiatric hospital standards, CMS and The Joint Commission regulations, and legal status of mental health facilities.
- Experience developing and implementing operational plans for large organizations.
- Understanding of general quality management principles such as Total Quality Management (TQM) and Continuous Quality Improvement (CQI).
- Ability to establish and maintain partnerships with external stakeholders, including law enforcement and local mental health authorities.
- Skill in designing, implementing, and enforcing organizational policies and procedures.
- Effective communication skills, both written and verbal, for representing the agency to diverse audiences.
- Analytical proficiency to solve complex problems and make decisions that impact large‑scale operations.
- Expertise in delivering innovative services for forensic mental health and complex psychiatric care.
- Proficiency in setting goals and objectives for service delivery in residential and inpatient settings.
- Bachelor’s degree from an accredited college or university
* and* at least five (5) years of management experience in a psychiatric hospital or residential facility serving persons with mental health diagnoses. - OR Master’s degree from an accredited college or university
* and* at least three (3) years of management experience in a similar setting. - All above applicants must also possess:
- Three (3) years of experience in operational planning for a large organization or department.
- Three (3) years of experience ensuring quality services, treatment, training, and support for persons with mental health diagnoses.
- Three (3) years of experience managing multiple departments.
- Three (3) years of experience developing and deploying organizational policies.
