Manager, Immigration & Global Compliance
Location: Tempe & Peoria, AZ
Work Model: On-site during construction phase; transitions to Peoria for factory operations
Employment Type: Full-Time, Permanent
Salary Range: $120,000 – $148,000 (USD)
Our client is seeking an experienced Manager, Immigration & Global Compliance to lead complex immigration programs supporting a large population of U.S.
-based and international employees
. This is a highly visible role responsible for immigration strategy, regulatory compliance, audit readiness, and ownership of the I-9 and employment eligibility programs
.
This position is ideal for a seasoned immigration professional who combines deep technical expertise with the ability to influence senior leaders, partner with legal counsel, and manage compliance at scale in a fast‑paced, highly regulated environment.
Key Responsibilities:Strategic Immigration Program Leadership
- Develop and execute a comprehensive immigration strategy aligned with workforce planning and business objectives.
- Serve as the primary point of contact for immigration matters including H-1B, O-1, L-1, STEM OPT, permanent residency (green card), and dependent filings
. - Partner closely with external immigration counsel to manage case strategy, documentation, and timelines.
- Provide guidance to executives and people leaders on immigration risks, compliance, and case planning.
- Monitor regulatory changes and immigration trends; proactively update policies and practices.
- Collaborate with executive leadership and legal teams on immigration risk management and compliance strategy
. - Prepare and present immigration KPIs, program updates, and compliance reporting to senior stakeholders.
- Advise on escalated or complex immigration cases requiring legal interpretation or executive decision‑making.
- Own and oversee the I-9 and employment eligibility verification program
, including reverifications and internal audits. - Ensure compliance with federal regulations and maintain audit‑ready documentation with a high degree of accuracy.
- Deliver training and refresher sessions for HR teams and hiring managers on I-9 procedures and best practices.
- Partner with Security and People teams to maintain audit readiness across people processes, documentation, and reporting
. - Maintain an annual compliance calendar covering training, policy reviews, and required updates.
- Monitor federal and state regulatory changes and recommend updates to onboarding materials and practices.
- Lead immigration‑related policy audits, publishing, and acknowledgment tracking.
- Facilitate internal workshops on compliance topics including I-9, handbook adherence, and code of conduct.
- Support employee relations teams with documentation and policy interpretation as needed.
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- 7+ years of progressive experience in immigration and compliance, including 2+ years in a leadership role.
- Strong working knowledge of U.S. immigration law and employment eligibility requirements; global immigration exposure is an asset.
- Demonstrated ability to design and lead strategic immigration programs at scale.
- Experience partnering with executive leadership, legal counsel, and cross‑functional teams
. - Excellent organizational, communication, and project management skills.
- Ability to manage multiple priorities in a dynamic, high‑growth environment.
- SHRM-CP / SHRM-SCP or PHR / SPHR
- I-9 and E-Verify Certification
- Immigration Law coursework or Paralegal Certification
- Experience supporting large‑scale or manufacturing environments (asset)
- Competitive base salary of $120,000–$148,000
