Overview
The Town of Guadalupe has an exciting opportunity for a Town Manager. We are looking for someone who is innovative, goal-oriented, and passionate about serving the community – someone who recognizes, respects, and embraces Guadalupe’s unique history and culture. Someone who connects with the community and understands small town dynamics.
The Town Manager is appointed by the Town Council based on his or her administrative and executive abilities to perform highly responsible management, administrative, and professional duties as the Chief Executive Officer of the Town. The Town Manager exercises a high degree of independence, initiative, and professional expertise in setting and implementing the organization’s vision while managing the day-to-day business of the Town in accordance with policy established by the Guadalupe Town Council, as well as county, state, and federal laws, regulations, and guidelines.
This position has overall responsibility for all departments, including Town Clerk, Public Works, Community Development, Finance, Community Action Program, and Senior Center. As prescribed in the Guadalupe Town Code, the Town Manager also serves as the Chief Financial Officer. In addition, the Town Manager serves as the administrative liaison with contracted services, including Town Engineer, Town Attorney, and public safety (Maricopa County Sheriff’s Office and Arizona Fire & Medical Authority).
The Manager provides leadership, inspiration and general direction for the Town team to carry out Town Council direction and priorities.
- Provide Town Council with accurate and timely information to support informed policy, budget, program and service decisions to best serve the community.
- Fulfill policies established by the Town Council, as resources allow.
- Prepare agendas and information packets for all Town Council meetings.
- Attend all Town Council meetings, unless excused therefrom, and participate in discussion of all matters before the Council.
- Represent the town with the business community and non-profit organizations.
- Represent the town and manage intergovernmental relations with regional and State agencies, including but not limited to the Pascua Yaqui Tribe, Maricopa Association of Governments, League of Arizona Cities and Towns, Maricopa County, Salt River Project.
- Direct and motivate all departments and offices to achieve goals and objectives within available resources; establish timely staff communication; train, provide resources, evaluate and review departmental progress and direct changes as needed.
- Serve as the Chief Financial Officer, directing the Finance Director and making fiscally responsible financial decisions.
- Prepare the annual budget and present to Council along with a report describing current and projected financial conditions.
- Oversee annual budget administration; prepare and present a fiscal year-end report to Council on finances, budget performance and fiscal activities.
- Oversee Capital Projects, associated schedules, budgets, approvals, coordination with Arizona Department of Transportation, Maricopa County, Salt River Project and/or others.
- Oversee town grant program, related Council approvals, submittals, grant award management, and required reporting.
- Recommend programs, policies, services, and Town Code amendments to the Town Council, as deemed necessary to protect the health, safety, or welfare of the community and to improve town administrative services.
- Provide administrative oversight of contracts, including Maricopa County Sheriff’s Office, Arizona Fire & Medical Authority, and planning, engineering and legal services.
- Ensure that all laws and ordinances are duly enforced.
- Investigate the affairs of the town or any department or division thereof; investigate all complaints in relation to matters concerning town administration and regarding service maintained by the public utilities in the town.
- Serve the Guadalupe community; ensuring that services, programs, permits and privileges granted by the town are administered and faithfully observed.
