Deputy Program Manager Engineering/ Project Lead

9/80, W‑2 Hourly Contract only. US Citizenship required.

• Department of Defense Top Secret security clearance preferred at time of hire.
• Bachelor’s degree in Engineering or a related Science, Technology or Mathematics field (or Master’s degree plus six years of related experience).
• Eight years of job‑related experience (or equivalent).
• Strong ability to understand and apply project leadership principles including SPI/CPI, Earned Value, Cost Account Management (CAM), and Statistical Process Controls.
• Proven organizational, time‑management, communication, and leadership skills.
• Strong team‑building, conflict‑resolution, negotiation and problem‑solving skills.
• Proficiency with advanced technologies, principles, theories and concepts.
• Knowledge of company policies, engineering processes, Microsoft Office Suite, Microsoft Project, and various project life cycles, including agile.
• Strong planning, organization, and communication skills.
• Strong ability to report relevant information, anticipate needs, and communicate with diverse audiences.

• Plan, authorize, and monitor engineering work while providing strong leadership to ensure all events occur as planned.
• Staff the project team with appropriate engineering personnel.
• Foster cross‑functional collaboration and build project consensus.
• Oversee performance, cost, scope, and schedule for all engineering efforts, including subcontracted work.
• Ensure total system requirements are validated, integrated, tested, and verified.
• Ensure all project deliverables, including documentation, are developed with high quality and delivered on time.
• Develop and maintain engineering plans as required by the project.
• Manage engineering‑related risks and opportunities.
• Assist with developing and managing the project change management process.
• Ensure engineering processes adhere to established practices.
• Manage engineering resources, organizational interfaces, and engineering scope.
• Identify, develop, analyze, and report engineering project measures.
• Conduct monthly engineering status reviews and provide material for the monthly program reviews.
• Implement effective corrective actions as required.
• Manage the resolution of technical issues and ensure they are communicated and resolved.
• Conduct lessons learned after each major phase of the project.
• Assist in ROM development.
• Help provide a clear understanding of project goals.
• Ensure team members are rewarded for contributions.
• Provide performance feedback and management for the project team.
• Take immediate & decisive action in dealing with technical & performance issues.
• Lead small proposals and ECPs with identification of cross‑business unit strengths and technical shortcomings.

Department of Defense Top Secret security clearance preferred at time of hire.
